Minimum Requirements Knowledge equivalent to that which normally would be acquired by completing a four year college degree program in Criminal Justice, Management, or related field; five to eight years of progressively more responsible and expansive work experience as a command officer or supervisor with knowledge of criminal statutes, investigation and traffic laws; or an equivalent combination of education and work experience; certification by the Michigan Commission on Law Enforcement Standards (MCOLES); and one year of service as a MSU Police Lieutenant. - Provides leadership during complex or high-risk incidents, oversees patrol and investigations, and participates in the development and implementation of departmental initiatives that enhance safety, service, and operational efficiency.
- Lead all community policing efforts on campus.
- Direct, supervise, and evaluate subordinate personnel; recommend assignments, promotions, and disciplinary actions.
- Ensures accountability, adherence to department policy, and alignment with organizational values and missions.
- Oversees patrol operations, investigations, and specialized assignments.
- Provides command and coordination during critical incidents and major investigations.
- Interprets and apply criminal law, court decisions, and department policy to ensure appropriate actions.
- Serves as commanding officer during special events, major incidents, or assignments as directed.
- Coordinates and delivers officer training programs to meet state certification and department requirements.
- Mentors and develops personnel for leadership succession and skill enhancement.
- Plans, organizes, and directs training programs for departmental employees, including pre-service, probationary, and in-service training.
- Collaborates with training division to provide leadership development and training opportunities.
- Manages personnel to include recruitment, selection, evaluation, and professional development.
- Oversee specialized programs such as Field Training Officer (FTO), breathalyzer, and firearms instruction.
- Conducts research, evaluates programs, and recommends new initiatives to improve police services.
- Assists in budget development, resource allocation, and police review processes.
- Directs special projects and departmental studies to support strategic planning and operational effectiveness.
- Conducts confidential internal investigations assigned.
- Administers the internal affairs process; investigates and resolves grievances and represents the department in collective bargaining and labor relations matters.
- Participates in public safety education, outreach, and special events.
- Serves as liaison with University departments, external agencies, and community partners.
- Provides instruction to university classes or external agencies on public safety topics.
