DESCRIPTION Business & Financial Services (BFS) at UC San Diego is a dynamic and essential part of the university's financial operations, overseen by the Assistant Vice Chancellor and UC San Diego Controller. BFS is comprised of several specialized divisions that collectively manage the university’s financial resources and supports UC San Diego's academic and research mission. These divisions include Office of the Controller, Financial Operations & Sponsored Projects Finance, Internal Controls & Accounting, Financial Insights & Training Solutions, Student Financial Solutions, and Finance & Administration. With an annual budget of approximately $20 million, BFS offers a collaborative and innovative environment where more than 150 career staffand a diverse team of student assistants, contractors, and casual employees work together to form the backbone of the university's financial infrastructure. The Cash, Banking and Receivables Management division at UC San Diego plays a pivotal role in managing critical financial operations that support the University's mission. The division provides leadership and oversight for essential financial functions, including AccountsReceivable, Banking Operations, Cashiering Office operations, Merchant Card Services and e-Markets, PCI Compliance, and Cash Management. As a key component of the Business & Financial Services organization, the division is committed to safeguarding financialintegrity, ensuring compliance with University policies and regulatory requirements, delivering exceptional service to campus partners, and continuously improving financial processes through innovation and operational excellence. This leadership role is responsible for overseeing the full-cycle management of Accounts Receivable and the Cashiering Office. The incumbent directs the day-to-day operations of receivables, including sundry receivables and project invoicing in Oracle from initiation through completion, collections, payment application, cashiering services, cash handling and deposit operations, balance sheet receivables account reconciliations, ensuring accuracy, operational excellence, compliance, and strong internal controls across all functions. The Assistant Director provides strategic guidance, training, and operational support to financial officers, departmental business staff, and campus partners engaged in receivables, cashiering, and payment application activities. The incumbent promotes a customer focused service model while ensuring adherence to university policies, regulatory requirements, and industry best practices. Leading a team of professional and represented staff, the incumbent fosters an inclusive, collaborative, and high-performing work environment. The Assistant Director is responsible for leading effectively within a unionized environment, managing employee performance, supporting employee development, and maintaining positive labor-management relationships while promoting accountability, engagement, and continuous improvement. Operating with significant autonomy, the Assistant Director resolves highly complex accounting, operational, and customer service issues using sound judgment and strategic thinking. The role provides leadership for cross-functional initiatives, business process improvements, technology implementations, and financial operations projects that support the University's strategic objectives. As a member of the BFS Extended Core Leadership Team and the CBRM Leadership Team, this position contributes to the development and execution of strategic plans and objectives for the division while advancing the continued effectiveness, integrity, and continuous improvement of the University's receivables and cashiering operations. A hybrid work schedule is preferred for this position and includes regular on-site presence to support operational and business needs. Alternative work arrangements may be considered based on operational requirements, departmental needs, and the qualifications of the selected candidate. QUALIFICATIONS Experience with balance sheet reconciliations, cash handling controls, and compliance with university financial policies is required. Requires knowledge of accounts receivable, cashiering operations, payment processing, reconciliations, internal controls, and financial reporting practices. Strong analytical skills, attention to detail, and the ability to resolve complex financial issues across departments are essential Demonstrated in-depth knowledge of accounting principles (including GAAP & GASB Accounting), theory and practice, and knowledge and experience in applying fund accounting principles. Demonstrated experience analyzing and summarizing complex accounting data, perform complex reconciliations, resolve complex accounting problems, prepare financial statements. Advanced knowledge of accounting function. Leadership experience and skills to provide positive guidance, coaching and mentoring to professional, support staff and student employees. Ability to establish and maintain supportive interpersonal relationships with colleagues and to provide quality and courteous service to all customers. Advanced experience using financial transactions and systems, as well as related policy, accounting, and unique regulatory compliance requirements. Advanced systems skills. Demonstrated experience applying knowledge of automated accounting systems to resolve problems, recommend improvements and develop new systems and processes. Demonstrated ability to apply knowledge of MS Software Applications (Word, Access, Excel, etc) or similar software - to problem solving and systems development. Competence in the use of database and spreadsheet functionality to analyze data and create end user applications. Ability to work with a variety of data sources mainframe, network and local data. Advanced knowledge and experience of financial transactions and systems, as well as related policy, accounting, and regulatory compliance requirements. Experience analyzing business requirements, regulations and similar information. Advanced knowledge of analytical procedures used in accounting project of complex scope. Ability to quickly learn and apply policies. Knowledge of best practice accounting internal controls. Strong interpersonal, verbal and written communication skills; service orientation skills; ability to multi-task effectively in a varied, high volume environment; sound judgment and decision-making skills; and reasoning ability to develop original ideas to solve problems. Understanding of the interrelationship between procedures and desired results. Ability to identify discrepancies between what “is” and what “should be,” taking action to correct discrepancies, or if uncorrectable, being able to apply judgment as to what discrepancies should be further reported to management. Ability to apply experience, knowledge, and judgment to discriminate between business practices that are good and poor, right and wrong, effective and ineffective. Ability to seek opportunities and actively encourage and support efforts to effect positive change using innovative means. Ability to assess a broad spectrum of organizational needs and job-related demands, establish priorities, delegate, and manage multiple projects simultaneously. General knowledge and/or experience with Oracle Financial Cloud platform Ability to extract, verify, and compile accounting information from multiple sources to complete work assignments. Demonstrated knowledge of audit techniques and internal control standards. Demonstrated experience evaluating processes to establish and/or maintain appropriate accountability structures and positive internal control elements. Advanced ability to effectively present complex accounting and finance-related information verbally and in writing. Ability to communicate ideas, thoughts, and meaning to articulate one’s position clearly. Ability to make incisive, coherent presentations, and respond to rapid questioning on difficult issues. Ability to make oral presentations which are well organized, clear and understandable, informative and persuasive. Advanced knowledge of common desktop/web applications. Ability to apply knowledge of automated accounting systems to research and resolve problems or recommend improvements. Pay Transparency Act Annual Full Pay Range: $100,100 - $187,500 (will be prorated if the appointment percentage is less than 100%) Hourly Equivalent: $47.94 - $89.80 Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.
