Audit Manager

Under the general direction of the Chief Auditor, the Senior Management Auditor (Audit Manager) is responsible for planning and directing a variety of complex technical and fiscal audits, reviews, and evaluations of the management functions of the High-Speed Rail Authority (Authority). The audits, reviews, and evaluations managed by the Senior Management Auditor assist the Chief Auditor, the Board, and the Chief Executive Officer in ensuring that policies, procedures, programs, and practices of the Authority are in compliance with laws, regulations, and appropriate management practices.
All work is to be accomplished in accordance with State and federal rules, regulations, and guidelines; Generally Accepted Governmental Audit Standards (GAGAS); and the International Standards for the Professional Practice of Internal Auditing (ISPPIA).

Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience with Governmental Auditing Standards (Yellow Book), Internal Auditing Standards (Red Book) and other appropriate standards used in performing financial, compliance, and performance audits and reviews of government programs, grants or other pass-through funds
- Knowledge of organization and management of State government, and agencies.
- Ability to work effectively with top level managers of State agencies and other organization.
- Knowledge of group leadership techniques, program planning, and evaluation.
- Knowledge of generally accepted auditing techniques including performance, financial, and compliance auditing, and methods of auditing through information technology systems.
- Ability to apply methods of auditing, including through information technology systems.
- Experience performing internal control and risk assessment concepts.
- Knowledge of contracting laws, regulations, and practices.
- Knowledge of financial management systems and practices.
- Knowledge of Code of Federal Regulations Title 2, Part 200, Title 48, Part 31, and Title 49, Part 18.
- Experience as part of an audit management team.
- Knowledge of California general obligation bond principles and practices.
- Ability to work together as a team.
- Ability to effectively communicate to groups and individuals on technical issues.
- Ability to plan, analyze, and translate technical results into oral or written format understandable for non-auditors.
- Ability to understand and apply fundamental statistical and sampling methods.
- Ability to assimilate and evaluate technical and procedural input from various sources.
- Ability to develop alternative courses of action and make objective recommendations.
- Experience with automated audit workpaper solutions.
- Proficiency with the following information technology tools: Microsoft products and Google Chrome.
- Experience developing program planning and evaluation, including agency/ department audit plans.
- Experience leading audit engagements.

The High-Speed Rail Authority headquarters building is located in downtown Sacramento on the corner of 8th and L Street. We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop. The building is also within walking distance of DOCO, the California State Capitol Park, a farmer's market during summer months, and Old Sacramento.
