The Massachusetts Department of Public Health's (MDPH/DPH) Office of Problem Gambling Services (OPGS) is leading the public health response to the expansion of gambling in the Commonwealth and is expected to see continued growth and expansion in the next few years. Within MDPH, the Office of Problem Gambling Services ensures a comprehensive and integrated public health response to problem gambling by using data to inform initiatives, engage communities, and ensure cultural intelligence and humility. Critical to the work of MDPH and OPGS is data, the social determinants of health, with a vision of eradicating health disparities. The collective effort in leading a public health response centered on these values is unprecedented in the field of gambling.
The Office is seeking a mission-driven candidate who understands and values a community-centered approach to program planning, development, and implementation to serve the communities and programs in the state. The central focus of this work is using a community-driven approach to nurture, enhance, collaborate, and sustain strong relationships with community partners. The community's input is the foundation that informs and continually improves programming and OPGS' efforts to mitigate the harms associated with problem gambling. The Program Coordinator position is instrumental in advancing and expanding new and existing OPGS programming that focuses on health and racial equity. The Coordinator will foster, enhance, and sustain strong relationships with community partners. Utilizing best practices that embed a health and racial equity lens, coupled with a community-centered approach, the Program Coordinator supports DPH-funded community-based organizations in the development and implementation of community programs; improvement and deployment of resources; and assisting with organizational infrastructure and capacity building. Duties and Responsibilities (these duties are a general summary and not all inclusive): Community-Driven Program Development- Ensures the greatest needs of the communities inform OPGS program planning, development, and delivery model.
- Provides community-level feedback and recommendations to team regarding systems, process changes, improvements, and outcome measures for program evaluation.
- Identifies efforts that focus on health and racial equity and works with populations within the community facing greater health disparities to identify changes in policies and practices that will address inequities.
- Provides Oversight, technical assistance, and one on one support to ensure community programs and initiatives are successful in identifying and prioritizing responsibilities and priorities in order to achieve program goals.
- Guides programs in the use of evaluation data to inform program development and delivery strategies.
- Maintains regular contact with regional sites to assess barriers, needs and progress towards achieving program goals.
- Travels to sites to provide technical assistance, support around equitable planning, development, and community engagement.
- Ensures all programs are meeting scopes of service, including required workplan activities and submitting reports timely and accurately.
- Reviews and makes recommendations regarding program workplans and budget.
- Uses quality improvement models and methodology to overcome barriers, improve outcomes and increase impact.
- Develops content for conference calls, learning sessions, and programmatic meetings.
- Collaborates with other coordinators within OPGS to ensure continuity of approach, share information and build cohesion across programs and initiatives.
- Makes recommendations to the team regarding collaborations to enhance OPGS efforts and impact.
- Experience working in or with community-based organizations, particularly work focused on public health improvement and health or racial equity.
- Experience and commitment to relationship building and fostering partnerships with DPH-funded program staff, local community leaders and other community stakeholders.
- Exemplary written and oral communication skills; to include presentations and comprehensive analysis reporting on public health issues.
- Experience and willingness to promote a culture of equity, diversity, collaboration, and inclusion.
- Aptitude for working in fast-paced with an ever-evolving environment that has a high level of scrutiny.
- Proficient usage of Microsoft Office products including Excel, Word, PowerPoint and Outlook.
- Ability to use data to inform change management and identify the needs of underserved populations.
- Understanding of social determinants of health and the design and delivery of culturally appropriate services.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
