Telephone: View phone number on click.appcast.io | Facsimile: View phone number on click.appcast.io Job Title Human Resources Generalist Salary $21.10 FLSA Status Non-exempt Union Eligibility Non-eligible Position Function Summary Under the direction of the Human Resources Director and/or the Human Resources Supervisor, the Human Resources Generalist provides administrative support to the Human Resources Department on all personnel matters and assists the department in carrying out complex clerical duties by processing various human resources programs and procedures for all County employees. Duties include recruitment, compensation, classification, benefits administration, employee training, labor relations and special projects. Department Job Assignments This Job Description is intended to be somewhat general in nature with respect to the job family, and as such it does not detail all duties of a particular job assignment. Additional duties, responsibilities, and accountabilities may be assigned to an employee in this position depending on the Department Job Assignment. Essential Functions, Duties, and Responsibilities The following statements are essential functions of this position and not intended to be all-inclusive; an employee may be directed to perform other reasonably related job duties and responsibilities. Taos County reserves the right to revise or change the job duties and responsibilities as the need arises. Job Duties Assists in evaluating job positions, determining classification, exempt or non-exempt status, and salary. Assists in occupational classifications, job descriptions, and salary scales. Responsible for preparing and maintaining personnel records and handbooks by assuring the accuracy of all file content, hard copy and electronic records. Prepares proposed salary action documents according to County ordinance and union contract, enters into the system, and submits payroll information to finance department. Ensures integrity of confidential records and monitors access to assure compliance with County “need to know” policies and freedom of information regulations. Tracks and manages employee probationary periods, longevity increases, and temporary employment by working with department directors and supervisors. Assists in designing, evaluating, and modifying benefits policies to ensure programs are current, competitive, and in compliance with legal requirements. Assists in analyzing compensation policies, government regulations, and prevailing wages to develop competitive compensation plans. Assists in the preparation and distribution of written and verbal information to inform employees of benefits, compensation, and personnel policies. Assists in the design and development of tools to assist employees in benefits selection. Assists in preparing detailed job descriptions and classification systems and defining job levels and families. Assists the HR department with employee-related events. Communicates regularly with the Risk Manager on injury reports filed to ensure that HR is kept informed on all Workers’ Compensation claims as appropriate. Responsible for coordination of career fairs, booths, tours, and disbursement of information about Taos County and employment opportunities. Develops, posts and advertises position vacancy announcements; ensures proper internal and external distribution of recruiting announcements; responds to public inquiries. Accepts and screens applications for accuracy and ensures that all necessary information is completed; establishes or certifies qualification matrix of eligible applicants. Prepares and issues invitations for interview; prepares packets for interviews; prepares correspondence related to the interview and selection process. Participates in screening interviews and acts as a facilitator of interview selection panels. Reviews and calculates interview matrix and prepares recommendation for hire documentation and correspondence for all applicants. Processes new hire orientation and new hire paperwork, including entry of employee information into the benefits system. Assists in the open enrollment process for employee benefits; assists in making benefit presentations and conducting employee benefit orientations. Assists with County Employee Benefits administration; coordinates employee enrollment into various insurances and supplemental insurances; assists employee in the completion of enrollment documents. Coordinates with other departments and/or outside agencies to schedule applicants for testing as required. Schedules and monitors results of post-offer medical examinations and/or drug testing in accordance with Taos County policies and procedures. Performs a variety of internet research functions and uses word processing and presentation software. Verifies employment by following department protocol for releasing employee information to financial institutions. Assists in the employment processing of new hires. Ensures that records regarding human resources administrative functions are prepared timely and accurately and organized/maintained in accordance with Taos County and record-keeping standards and in compliance with the Records Retention Act. Prepares and/or participates in the human resources department and related program/services budgeting process as needed. Conducts all business in accordance with Taos County policies and procedures, state and federal laws; interprets and explains for internal and external customers. Reports any HR-related issues or problems immediately to the Human Resources Director and/or Human Resources Supervisor. Maintains an audit trail of HR and employment-related documents and records in accordance with applicable laws, policies, and regulations. May assist in preparing requisitions, vouchers, budget management documents, and obtaining orders for office supplies and equipment. Performs general clerical and secretarial duties as needed to increase the efficiency of department functions. General Duties and Responsibilities Works collaboratively, cooperatively, and in coordination with fellow team members and with others in the organization. Provides assistance, information, guidance and resources to diverse groups of customers, clients and others outside the organization. Maintains regular, dependable attendance and punctuality, and physical presence at the assigned worksite. Complies with and actively supports all applicable workplace environmental health and safety policies, work rules, and practices. Maintains strict confidentiality of sensitive and proprietary information in accordance with Taos County policy, and federal/state/local laws and regulations. Performs other duties as assigned and which are deemed necessary or desirable by Taos County. Position Specifications This position is non-exempt under the provisions of the Fair Labor Standards Act and is subject to the organization’s policies and procedures pertaining to overtime hours. Independence of Action; Supervision Received The Human Resources Generalist works under general supervision of the Human Resources Director and Human Resources Supervisor. Employee works alone on routine work and checks with supervisor only when in doubt. Supervision Exercised The Human Resources Generalist is responsible for own work and has no supervisory authority or responsibility. Coordination and Cooperation with Internal and External Parties Internal: Responds to requests for information from the Human Resources Director and/or Human Resources Supervisor; and works with other department staff on issues and special projects that may have a moderate impact on the provision of Taos County’s programs and services. External: Employee has a minimal amount of independent contact with external parties; under direction may work with external vendors, applicants, agencies, and others to provide accurate services. Position Authorities and Accountabilities General: Position has moderate line responsibility and moderate authority to make independent decisions over an assigned function. Budgetary/Financial: Position has low to no accountability for budgetary or financial decisions. Equipment/Asset/Material: Position has low level responsibility for equipment and other assets. Position Qualifications and Requirements To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and Experience Required: High School Diploma (or GED or High School Equivalence). Some college coursework in Administrative Office Assistant, Business, Human Resources Management or a related field of study. One (1) year of experience; human resources, customer service or administrative support. Preferred: An Associate’s Degree in business administration or human resources is highly preferred. Certificate in business, human resources, or directly related discipline from a recognized accredited educational institution. Professional certification from the Society for Human Resource Management, or equivalent. Three (3) years of work experience in human resources administration. Language Requirements Required: Ability to read and write English in order to understand and interpret written procedures and technical manuals. Certification, Licenses and Registrations Must have (or obtain within 3 months from the date of hire) and maintain a current, valid State of New Mexico driver’s license; must have and maintain a Taos County-insurable driving record. Preferred: Certification from the Society for Human Resource Management (SHRM) or equivalent. Training/Professional Development Requirements Must successfully complete all Taos County-required safety and other training within required timeframes. Must successfully pass and maintain training certification in all state, Taos County, and/or other training requirements of the position and job assignment. Additional training requirements for this position may be mandated by Taos County. Tools and Equipment Used Standard office equipment and software, including desktop computer and standard MS-Office applications or equivalent. Must be able to operate a company vehicle. Other In accordance with the conditional offer of employment, individual must pass drug screen, and other required background investigations. Additional drug screening and background investigations may be required depending on the job assignment, regulatory or policy requirements, job transfer, or in accordance with Taos County’s Drug-Free Workplace policy. Physical & Mental Demands and Working Conditions The physical and mental demands, and working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical Effort and Demand: Little to no physical demand is required to perform the work; an employee in this position frequently sits at a desk or workstation. Must have visual acuity and manual dexterity to perform timely and accurate data entry; must be able to make individual, small group, and large group presentations; must effectively convey ideas, images and goals to diverse groups. Mental Demand: Effective performance requires continual thinking and attention to work/detail; must apply principles of logical thinking; may work non-standard work hours occasionally. Environment/Working Conditions: Little to no hazardous conditions exist; environment is pleasant; moderate negative psychological factors may be present.
