MWR Regional Trade Security and Sales Coordinator

Summary This position is assigned to the ISWM Qualified Recycling Program Division, NBSD, CA. Serves as the Property Disposal Specialist for the ISWM Program Manager and manages program development, compliance, processes and material sales. The ISWM Program includes programs that ensures proper disposal of all non-hazardous solid waste materials, divert/recycle materials in a cost-effective manner and ensure compliance with all applicable Federal, State and local laws and regulations. Responsibilities Sales Duties comprise 10% of incumbent's time and include but are not limited to: Effectively manages the direct sales of all recyclable material within the NAVFAC Southwest AOR through term and spot sale agreements, processes and regulations. Incumbent is required to ensure transparency of all QRP sales as an integral portion of the overall ISWM program. Provides guidance and requirements to the ISMW PM of all QRP Sales. Administration Duties related to Sales comprise 60% of incumbent's time and include but are not limited to: Manages all pre and post award QRP sales agreement actions. Pre and post award actions consist of market research, advertisement, negotiations, writing agreements, cost benefit analysis, agreement disputes, as well as the administration of the acceptance and deposit of all funds. Serves a point of contact with private recycling contractors. Explains sales agreement obligations and specifications; picks up schedule of sold material, safety measures and invoicing procedures. Serves as organization's technical consultant and Subject Matter Expert (SME) regarding marketability of all potentially recyclable material and in the preparation of sales agreement documents and related administrative matters. Develops, establishes and maintains an auditable process for receiving, tracking and depositing sales revenue. Develops administrative reporting systems including the systems specifications, data gathering and analytical techniques and systems evaluation methodology. Conducts and reviews internal audit and investigative report to determine appropriate changes or corrective actions on all QRP sales agreements. Develops, review and/or modifies administrative program policies, regulations, goals, objectives, evaluation plans, sales bids and/or sales agreements. Analyzes new or proposed legislation or regulations to determine impact on QRP sales of the ISWM program. Research comprises 15% of incumbent's time and includes but are not limited to: Conducts recycling market research to determine optimal sales strategies. Applies analytical and evaluative methods and techniques to issues/studies concerning the efficiency and effectiveness of QPR sales and ISWM program operations. Projects and in-depth studies typically require knowledge of major issues, program goals and objectives, work processes, and administrative operations of the organization. Plans, schedules and conducts projects and studies on recycling industry markets to provide accurate and timely forecasts of recovered material trends. Develops briefs, charts, graphs, etc. to effectively communicate sales plans, performance goals/metrics, and expectations to the ISW Program Manager. Hazardous Material Disposal comprise 10% of incumbent's time and include but are not limited to: Establishes policies, procedures, responsibilities and guidelines for the management, handling, accumulation and turn-in of Material Potentially Presenting an Explosive Hazard as required by Naval Ordnance Safety and Security Activity Instruction 8023.11. Incumbent will also apply Trade Security Control measures to prevent illegal acquisition or other unauthorized transfers of recycling materials and munitions as required by DoD policies and instructions. Administers expended small arms casing sales process in accordance with all applicable DoD explosive safety policies and instructions. Compliance and Training comprise 5% of incumbent's time and include but are not limited to: Supports the fleet in complying with solid waste laws and regulations. Establishes corrective measures for identified deficiencies and works with applicable personnel to ensure measures are enacted. Provides training necessary for personnel to comply with laws and regulations associated with solid waste including the management of permits and submission of reports. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Expert knowledge of management processes, administrative practices, analysis of program operations and the evaluation of their effectiveness. Expert knowledge in working/coordinating the solid waste program. Expert knowledge which demonstrates proficiency of identifying, classifying, categorizing and processing solid waste materials including hazardous material. Skill in performing basic mathematics, measuring techniques and the ability to prepare sales agreements and estimates, applying industry/DoD standards or other suitable cost estimating procedures. Ability to recognize and analyze problems, conduct research, summarize results, organize work and meet deadlines. This knowledge is essential in developing new methods and procedures to insure solid waste is handled effectively and efficiently in the region. The incumbent develops new analytical methods and studies to be used as key components for new work methods and organizational realignment. Extensive knowledge of government guidelines and business practices, including statutes regulations, policies and procedures and business analysis. Knowledge of agency-specific and command policies and regulations is also required. Ability to effectively communicate orally and in writing with senior officials, environmental professionals and other subject matter specialists. Effective communication entails preparing project papers, staff reports, charts, graphs and presenting briefs to managers and other officials to gain support and/or understanding of findings and recommendations. Working knowledge of the NAVFAC Southwest in order to provide comprehensive reports on workforce shaping, community planning and evaluation/analysis of data. Knowledge of recycling markets and recycling sales agreements. Ability to meet and deal with a wide range of customers and private contractors. Knowledge of technical requirements, work procedures, and performance assessment methods governing facility support operations. Advise customer management in the planning of facilities service and maintenance projects with regard to the planned methods. Monitors operations to assure proper procedures are followed and that work is performed in accordance with applicable specifications and that safety is observed.
