Real Estate Manager

This position reports to the Real Estate Operations Manager and may directly report to the Chief of Real Estate when assigned or operationally necessary. This position is responsible for real estate transactions including the acquisition, disposition, leasing, and general conveyance of real property. Serves as a primary point of contact for the City’s real estate activities. Acts as Real Estate Project Manager providing oversight and coordination of complicated projects with durations ranging from months to years. Maintains ownership of assigned real estate projects and transactions from intake through completion, including tracking deadlines, required reviews, approvals, outstanding issues, next steps, and current status. Establishes priorities, identifies processes and performs high level problem solving/troubleshooting with respect to all projects. Provides timely notice when project readiness, deadlines, approvals, legal issues, or other project risks may affect completion, and recommends a path forward. Pursues, manages, and performs real property transactions. Tasks include coordinating with customer departments on requirements and real estate criteria; identifying and researching real property; performing, procuring and interpreting due diligence (surveys, environmental assessments, appraisals, etc.); contacting and working with property owner(s) or buyer(s) (may require working outside normal working hours); developing and negotiating terms and conditions of real estate contracts; managing and overseeing contractors and consultants who perform work; coordinating and collaborating with the City’s Legal Department on real estate contracts; preparing written reports for various agencies. Prepares complete, accurate, internally consistent, responsive, and review ready packages, checklists, spreadsheets, correspondence, reports, legislation, and supporting documentation for management, legal, legislative, executive or closing action. Analyzes assigned matters and provides a concise statement of the issue, material facts, available options, risks or impacts, and recommended course of action when management direction or approval is required. Reviews appraisal reports and appraisal review materials for analysis and supportable conclusions. Coordinates with the Florida Department of Transportation on real estate and right-of-way matters. Manages leases, including cell tower leases, and compels compliance of lease terms with tenants. Manages requests to close City rights-of-way and easements. Reviews construction plans to ascertain easement, right-of-way, land needs, and determine the effects on other land. Researches plats, deeds, easements, titles, ordinances, and drafts and reviews legal descriptions. Reviews legal, property, project, consultant and transaction materials for accuracy, completeness, source support, internal consistency, and compliance with applicable procedures, checklists, ordinance requirements, and project specific direction before submission. Coordinates with the Legal Department, customer departments, agencies, consultants, and other stakeholders to obtain, document, and clearly communicate required reviews, approvals, confirmations, releases and outstanding issues. Plans, organizes, directs, and controls the disposal of City property in compliance with City code and division procedures. Provides information to various City Departments, City Council, governmental agencies, and the general public. Researches special topics, projects, and problems; presents reports on findings and makes recommendations. Synthesizes research, due diligence, title, ordinance, project history, and department input into clear written conclusions, recommended next steps, and supportable responses. Attends meetings to provide information and represent the Chief of Real Estate in important real estate matters. Answers phone calls, assists with walk-in customers, and handles incoming and outgoing mail as required. Operates a vehicle and standard office equipment such as personal computer, copier, microfiche, tape measure, compass, protractor, and scale. Performs related work as required. Six (6) years of education and/or professional experience in real estate. Experience may include work in a real estate related field such as at a real estate law firm, a title company, or work as a commercial real estate agent, commercial broker, commercial leasing manager, appraiser or comparable position. College level coursework may be substituted for up to three years of the required experience on the basis of 12 semester hours of real estate and related courses for one (1) year of experience.

LICENSING/CERTIFICATION/REGISTRATION:

A valid driver's license is required prior to appointment and must be maintained. Must qualify for prior to appointment, obtain and maintain during employment a City of Jacksonville Certification as a Public Driver.

The buying and selling of real estate in Duval County raise a potential conflict of interest and will not be permitted while employed as a City of Jacksonville Public Works Real Estate Manager.
