EisnerAmper is seeking aSenior Consultant – CDBG-DRin our Government Services Practice.This role is ideal for someone with strong familiarity with the U.S. Department of Housing and Urban Development Community Development Block Grant Disaster Recovery (CDBG-DR) program and a proven track record of supporting complex programs in a compliance or policy-related role. Candidates must have experience working with state and/or local CDBG-DR grantees with knowledge of and experience with relevant HUD regulations and guidance.Note: this could be either a fully remote or hybrid role, if you are located near one of our local offices.What Work You Will Be Responsible For:Support CDBG-DR consulting engagements, including planning, execution, and deliverySupport clients in maintaining compliance with the Universal Notice, Stafford Act, 24 CFR 570, 2 CFR 200, and other applicable regulations and Federal Register Notices, including researching and interpreting relevant regulationsSupport clients in designing and implementing disaster recovery programs that meet all eligibility requirements, including analyzing eligibility of costs and activities and National ObjectiveUse knowledge and experience to help determine method of program implementation and program designDraft and/or evaluate grantee Action Plan Amendments to ensure compliance with CDBG-DR regulationsDevelop policies and procedures that comply with all relevant regulations and the grantee’s Action PlanEnsure timely and accurate development of all client deliverablesActively engage in business development activities such as participating at conferences and responding to request for proposals, including the identification and review of funding opportunities and development and submission of proposalsMay be required to occasionally work extended hours, and travel to/work from different firm offices and/or client locationsBasic Qualifications:Bachelor’s degree in Public Policy, Public Administration, or a related field3+ years of successful CDBG-DR grant management experience in a compliance or policy-related roleStrong policy background, including 2 CFR 200 and 24 CFR 570 compliance requirements, as well as applicable Federal Register NoticesPreferred or Desired Qualifications:Experience with pre-award, post-award, and closeout processes for CDBG-DR grantsStrong organizational skills and the ability to manage competing priorities under tight deadlinesStrong communication and analytical skillsProficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint.
