Special Assistant to the Director

About The Position The Office of Homeland Security (OHS) is currently seeking a qualified candidate to fill a permanent full‑time Special Assistant to the Director (Administrative Assistant 3G) position, grade G24, within the Office of the Director. This lead, professional position requires advanced administrative work in support of the agency and the Director, with responsibilities across administration, code compliance, emergency management, and public safety communications. The incumbent may supervise an administrative team; success is evaluated by contributions to operational effectiveness. About The Agency The Office of Homeland Security (OHS) was established by legislation passed in 2003 and integrates key emergency response entities that previously belonged to other agencies. Public Safety Communications (PSC) and the Emergency Management Division (EM) were combined under the leadership of the Deputy Chief Administrative Officer for Public Safety/Director of Homeland Security, forming the OHS. The legislation and charter define distinct missions for EM and PSC. Examples of Work Plans, organizes, and oversees coordination of personnel, programs, and projects in support of OHS’s strategic priorities, serving as a key liaison among divisions and stakeholders to ensure effective communications and timely execution. Prepares, coordinates, and maintains a wide range of executive, operational, and administrative documents, including reports, briefings, presentations, surveys, inventories, and incident‑related materials; provides direct project and administrative support to the Director. Applies program‑analysis techniques to monitor performance, evaluate operational effectiveness, support strategic planning initiatives, identify trends, and provide recommendations to leadership. Coordinates and disseminates timely, accurate, and professional communications related to public safety communications, emergency management, homeland security, and code compliance/agency operations. Manages complex scheduling logistics and coordinates high‑profile meetings, briefings, and engagements for the Director and senior leadership; ensures seamless collaboration among internal divisions, elected officials, external partners, and other high‑level stakeholders. Safeguards sensitive and confidential information with integrity, discretion, and professionalism, navigating matters of significant operational, organizational, and strategic importance. Serves as a liaison between the Director and internal/external partners, ensuring efficient communication and follow‑through. Represents the Director or serves as the Director’s designee in high‑level meetings with senior officials and executive‑level stakeholders; prepares accurate and comprehensive documentation of discussions, decisions, and action items. Anticipates operational needs and proactively addresses administrative challenges in a fast‑paced, high‑demanding environment. Proficient in Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook; supports executive operations through effective coordination, program tracking, and organizational efficiency. Knowledge of government structure, operations, and administrative practices with a demonstrated understanding of public safety systems and interagency collaboration. Works a flexible and varied schedule, including evenings, weekends, and on‑call availability as needed, to support the Office of the Director with external presentations, speaking engagements, and outreach initiatives. Manages procurement of supplies and coordination of invoice processing to ensure timely and accurate payment and operational continuity. Co‑ordinates facilities management functions for OHS locations, including key/building issuance and tracking, maintenance and repair requests, and coordination with facilities personnel to ensure a safe and secure work environment. Minimum Qualifications Bachelor’s degree in Liberal Arts, Social Sciences, Public or Business Administration, or a closely related field (e.g., Homeland Security, Emergency Management). Two (2) years of progressively responsible administrative experience in government or business. Combination of education, experience, and training that provides the required knowledge, skills, and abilities may be considered. Preferred Qualifications Master’s Degree in Business/Public Administration, Homeland Security, Emergency Management, Project Management, Public Relations, or a closely related field. Two (2) or more years of high‑level executive administrative support to senior leadership in a public safety environment. Experience with government administrative processes (procurement, budget support, personnel or records management). Experience working in a fast‑paced, high‑pressure office requiring adaptability, prioritization, and independent decision making. Bilingual proficiency in Spanish preferred but not required. Conditions of Employment Successfully pass thorough pre‑employment checks, including reference checks, background investigation, motor vehicle background checks, and drug screening. Meet all training and performance standards and demonstrate proficiency as required by the agency. Wear and use agency protective apparel and equipment in the performance of assigned duties. Be able to work nights, weekends, or rotating shift work when required. Will serve as an essential employee; this essential public safety position requires availability during standard or non‑standard hours and during emergencies, including when other County employees are on Administrative Leave.
