HR OFFICER I

Introduction We are seeking dedicated employees for the Field Recruitment Unit of the Department of Public Safety and Correctional Services (DPSCS) to support the recruitment process at the state level. Duties and Responsibilities This position is limited to current employees of the Field Recruitment Unit and is responsible for managing the full recruitment cycle with general supervisory oversight. Work closely with subject matter experts (hiring managers) to determine qualifications for positions. Review applications, determine acceptance or rejection, and notify applicants accordingly. Track and maintain recruitment tracking platforms (Smartsheets, JobAps). Communicate with candidates throughout the recruitment and selection process. Provide technical assistance to DPSCS operating agencies on recruitment and selection procedures and guidelines. Assist with data entry of applicant information. Deliver high‑volume customer service in a 24‑hour, multi‑shift environment across correctional institutions. Support HRSD initiatives, including hiring events, virtual interview panels, travel to out‑of‑office locations, promotion and exam units, and post‑recruitment activities as assigned by Executive HRSD Leadership. Minimum Qualifications Applicants must meet all of the following minimum qualifications: Six years of experience, including two years of professional HR experience in recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, program evaluation, or HR policy formulation, and an additional four years of professional HR management work experience in recruitment, selection, classification, salary administration, employer relations, test development and validation, or as a generalist. Desired or Preferred Qualifications Experience using Workday as part of the recruitment process. Experience using JobAps for posting announcements, annotating applications, and managing tests. Experience handling and maintaining the security of confidential information. Limitations on Selection Only current employees of the Department of Public Safety and Correctional Services (DPSCS) Field Recruitment Unit are eligible for this position. Licenses, Registrations, and Certifications Required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System within six months of appointment, with recertification every six months thereafter. May be assigned duties requiring operation of a motor vehicle; a valid motor vehicle operator’s license in the state of Maryland is required for such duties. Special Requirements The ideal candidate is fluent in spoken and written English and communicates effectively with diverse populations, including those in confinement or community settings. Fluency in Spanish, Mandarin, Korean, or another language is a plus. Selection Process All qualifications must be submitted by the closing date. Successful candidates are ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible employment list for at least one year. Benefits Health, dental, and vision plans at low cost. Personal Leave – six personnel days annually. Annual Leave – ten days per year. Sick Leave – fifteen days per year. Parental Leave – up to sixty days of paid leave upon birth or adoption. At least twelve state holidays per year. Pension credit toward retirement.
