Employee Benefits Manager

Position: Employee Benefits Manager Department: Department of County Management (DCM) Job Type: Regular, Non-Represented, Exempt Pay Range: $118,322.54 - $177,485.49 (Annual) Closing Date: July 26, 2026 Location: Multnomah Building, 501 SE Hawthorne Blvd, Portland, OR 97214 (Hybrid schedule; requires residence in Oregon or Washington) Opportunity The Multnomah County Benefits Office delivers a comprehensive benefits program to our workforce of approximately 6,000 employees. The Employee Benefits Manager leads the administration of self‑insured benefit programs, ensures legal and regulatory compliance, and designs enhancements that align with fiscal constraints and employee needs. Responsibilities Provide strategic direction and oversight for county self‑insured benefit programs, ensuring compliance with applicable laws and fiscal responsibility. Lead the Employee Benefits/Leave Administration team (9‑14 staff) and coordinate with subordinate managers to maintain consistent program operations. Manage vendor relationships and contracts, including RFP development, renegotiation, and adherence to county procurement rules. Ensure compliance with federal and state requirements for health and welfare plans, including annual filings and assessments. Assist senior management and labor relations in bargaining strategy development and serve on the county benefit bargaining committee. Provide consulting services on benefits to all county departments. Oversee financial management of the benefits/budget, monitor expenditures, and report on cost trends. Analyze statistical data, develop reporting tools, and prepare trend analyses for benefit design and cost‑reduction recommendations. Research, design, bid on, and launch new benefit programs per county management direction and bargaining unit requests. Produce concise communications and information for all benefit stakeholders. Qualifications Bachelor’s degree (or equivalent experience). Three to six years of experience managing complex benefits administration for a large organization. Leadership experience with direct supervision of a team. Proficient in process improvement and creative problem‑solving. Excellent written and verbal communication skills; ability to engage diverse stakeholders. Proficiency with Microsoft Office and/or Google Workspace. Preferred Qualifications Experience in the public sector and with collective bargaining agreements. Experience with Workday. Knowledge of the Public Employee Collective Bargaining Act (PECBA). Demonstrated commitment to equity and the ability to apply an equity framework to benefits programs.
