Assistant Finance Director

Salary: $106,108 to 153,856 DOE Position Summary Under the direction of the Finance Director, assists in planning, organizing, and administering the financial operations of the City. Performs professional accounting, budgeting, payroll, financial reporting, and human resources functions while providing support for strategic financial planning and regulatory compliance. Assists with the oversight of finance personnel and serves as acting Finance Director in their absence. Duties and Responsibilities Assists with the preparation and administration of the annual operating and capital budgets. Participates in the development of long-range financial plans and revenue projections. Maintains and monitors the City's general ledger, subsidiary ledgers, and financial records. Reviews daily financial transactions for accuracy and compliance with established policies and procedures. Assists with accounts payable, accounts receivable, utility billing, cash receipts, and bank reconciliations. Prepares monthly, quarterly, and annual financial reports. Monitors revenues and expenditures and analyzes financial trends. Assists in managing investments and cash flow activities. Audit & Compliance Assists with annual audit preparation and coordination with external auditors. Maintains internal controls and ensures compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, and applicable state and federal regulations. Assists with preparation of annual financial reports and supporting schedules. Maintains records related to grants, loans, debt obligations, and capital assets. Payroll & Human Resources Support Assists with payroll administration, including payroll processing, tax reporting, and benefit deductions. Supports employee onboarding, benefits administration, compensation tracking, and personnel records maintenance. Assists with compliance regarding employment laws, policies, and procedures. Provides support in employee relations, performance management, and training initiatives. Department Operations Supervises finance staff as assigned and provides training and guidance. Assists in developing departmental policies, procedures, goals, and performance standards. Serves as a resource to department directors regarding financial policies, budgeting, and accounting procedures. Assists in preparing reports and presentations for City Council, management, and external agencies. May serve as acting Finance Director during absences or vacancies. Performs other related duties as assigned. Qualifications Knowledge, Skills, and Abilities Knowledge of Generally Accepted Accounting Principles (GAAP). Knowledge of governmental accounting and budgeting practices. Knowledge of payroll administration, benefits, and basic human resources principles. Knowledge of accounting software, financial management systems, and Microsoft Office applications. Ability to analyze financial data and prepare detailed reports. Ability to interpret and apply laws, regulations, and accounting standards. Ability to maintain confidentiality and exercise sound judgment. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with employees, elected officials, auditors, and the public. Ability to supervise, train, and evaluate staff. Education and Experience Required: Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field. Three (3) to five (5) years of progressively responsible accounting, finance, or governmental finance experience. Equivalent combinations of education and experience that demonstrate the required competencies will be considered. Preferred: Experience in municipal or local government finance. Supervisory experience. Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), or equivalent professional designation. Special Requirements Physical Demands and Work Environment Frequently lift and/or move up to 10 pounds and occasionally up to 25 pounds. Prolonged periods of sitting and computer work. Work is primarily performed in an office environment. Frequent interaction with employees, elected officials, vendors, and the public. Occasional evening meetings may be required. #J-18808-Ljbffr
