General Services Manager

The NYC Department of Consumer and Worker Protection (DCWP) protects and enhances the daily economic lives of New Yorkers to create thriving communities. DCWP is seeking a General Services Manager to work within the General Services division to support the core functions of Facilities, Mailroom, Fleet, and Health and Safety administration at the agency's three locations. The prospective candidate will be responsible for the following tasks:

• Assess the need for and provide Division management with a detailed plan for addressing necessary upgrades, repairs, and maintenance for all DCWP-occupied locations. Plans should include quotes, timelines, and an estimate of related costs;
• Conduct daily on-site inspections of contracted for building cleaning services;
• Make light/moderate repairs, as necessary;
• Monitor and maintain supply of first aid kits, fire extinguishers, and alarm systems;
• Coordinate mailing requests;
• Assist with Fleet coordination as requested;
• Work with building services/vendors on upgrades and repairs to building systems/property; for example, HVAC, garbage collection/removal, painting, snow removal, extermination services, and landscaping;
• Move desktops, phones, files, and other equipment necessary for cubicle relocations;
• Handle the process for decommissioning surplus and end-of-life equipment, furniture, and other items no longer being used by DCWP, and act as primary point of contact with DCAS for this purpose;
• Monitor and maintain warehouse inventory report;
• Coordinate the transportation of items being sent to and from the warehouse;
• Organize supply room and maintain an inventory report;
• Accept and record deliveries of supplies and equipment;
• Distribute supplies and work with DCWP divisions to ensure they are stocked as needed; and
• Perform other ad hoc assignments, as necessary and requested by division management, including, but not limited to, acting as back-up support for the other functional units.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; or 2. High school graduation or evidence of having passed an examination for a high school equivalency diploma or the U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate, plus nine years of full-time paid experience as described in (1) above, at least two years of which shall have been of a supervisory nature; or 3. A satisfactory equivalent. However, all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.

Preferred Skills

- Experience with project management - Experience supporting workplace health and safety programs in a government or large organizational environment - Familiarity with OSHA standards and New York State and New York City workplace safety requirements - Experience conducting inspections, preparing reports, and coordinating corrective actions - Strong organizational, analytical, and written communication skills - Ability to manage multiple priorities and work collaboratively across divisions

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
