As the Preschool Partnerships Supervisor of the Preschool & Early Learning Division in the Department of County Human Services (DCHS), you will actively champion racial justice and equity within early childhood programs and systems at Multnomah County and in the community. You will supervise a team and lead the day-to-day activities of the Preschool for All (PFA) mixed-delivery system.

You will lead a team responsible for supporting the success of participating programs, communicating with families who have concerns about their child’s preschool experience, and coordinating partnerships that will support providers, children and families. You will implement policies and procedures, maintain workflows and meeting structures, ensure responsive and proactive communication with preschool programs, monitor programs for contract compliance and alignment with PFA expectations. This position will ensure that processes, policies and procedures align with Preschool for All’s stated goals of building relationships and supporting the success of Black, Indigenous, and Preschool Providers of Color.

You will utilize the community framework and vision for Preschool for All as a foundation for policy development, program planning, and implementation strategies. You will cultivate and nurture partnerships with preschool providers, Child Care Resource & Referral, early childhood system organizations, and others. Your leadership and demonstrated commitment to racial justice will support a new Division within DCHS and will guide the initiative to develop and strengthen relationships with preschool providers.

Primary responsibilities include

  • Support the ongoing planning and operational oversight of the PFA mixed-delivery system of independently run preschool programs across Multnomah County.

  • Lead the operational execution of the PFA Provider Support Framework, directing and guiding the Preschool Specialist team as they manage caseloads from onboarding through foundational and sustained support phases.

  • Train, guide, and align the Preschool Specialist team in applying a "contractual consultation" lens to monitoring; ensure field staff utilize open ended questioning to identify provider resource gaps while maintaining robust fiscal stewardship.

  • Synthesize frontline implementation trends, risk points, and system barriers identified by the field team to actively inform the Compliance Manager's development of program policies, strategic planning, and Program Guide revisions.

  • Develop, implement, and monitor program policies and procedures that promote racial equity internally and externally.

  • Directly manage, investigate, and resolve high-sensitivity family complaints, public inquiries, and complex provider grievances using restorative, de-escalation, and closure-oriented communication strategies.

  • Design, deploy, and manage team tracking systems, yearly program calendars, case note standards, and meeting structures to guarantee that preschool programs receive clear guidance and that specialist files are audit-ready.

  • Establish and maintain collaborative relationships with PFA providers, PFA partners, and other ECE systems partners and stakeholders to build unified support structures.

  • Conceptualize, develop, and oversee quality initiatives, equity-centered partnerships, and change management plans that are deeply informed by the feedback of Black, Brown, Native American Indigenous, and People of Color interacting with the division.

  • Facilitate multi-directional feedback loops between PEL, PFA providers, and PFA partners to intentionally strengthen the overall provider experience and program implementation.

  • Provide reflective supervision, leadership, and daily operational direction exclusively to the team of Preschool Specialists.

  • Act as a resource, and provide direction, guidance, and leadership to staff that prioritizes racial equity and builds a culture of safety, belonging, and trust for employees.

  • Develop procedures and work flows that increase collaboration and knowledge-sharing with a focus on racial equity and reducing barriers.

  • Cultivate a collaborative team environment that prioritizes racial justice, vulnerability, and truth-telling, allowing innovation and collaborative problem-solving to thrive.

  • Represent the Preschool & Early Learning Division on interagency task forces, committees, and community outreach activities.

Key Knowledge & Experience

  • Advance knowledge of best practices in early childhood education (preschool serving 0-5 years old) and preschool quality including instructional, provider technical support, and inclusion practices.

  • Advanced knowledge of early childhood systems, early care and education, and preschool quality for preschool programs serving children 0-5 years of age.

  • Advanced abilities to address personal biases.

  • Advanced knowledge and skill in advancing racial justice, understanding how systems of oppression intersect, and applying an equity lens in policy and programming processes.

  • Knowledge and understanding of cultures, customs and social experiences of communities experiencing marginalization and barriers to opportunity, especially for Black and Indigenous child care providers and families, and families and providers of color

  • Knowledge and understanding of trauma-informed practices that actively resist re traumatization of individuals and communities

  • Experience in supervising and leading diverse teams

  • Experience leading complex projects, programs, and/or initiatives

  • Experience in creating contracts and contract compliance development and implementation.

  • Experience in developing and implementing program policies and procedures.

Minimum Qualifications/Transferable Skills

  • Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values

  • Bachelor's degree or equivalent practical experience

  • Five (5) years of early childhood education (childcare and preschool services for children 0-5 years of age) program experience

  • Three (3) years of program management experience including supervision

  • Must have a valid driver's license by time of hire

  • Must pass a criminal background check
