Senior Accountant, Government AP & Process Improvements

Duties and Responsibilities The Senior Accountant will serve the Accounts Payable Unit, overseeing and approving Division of Child Care Services (DCCS) Refund of Appropriations (ROA) transactions for Attorney General refunds, coordinating with DCCS, BBM, and the BAO Federal Reporting unit to ensure timely, accurate processing. The role also reviews and approves all vouchers to return funds to the federal government and manages payments of goods and services vital to DCCS expansion, including increased out‑of‑state clearance payments and travel reconciliation. The Senior Accountant will test and implement system changes to the Accounts Payable Unit systems such as the Statewide Financial System (SFS) or OCFS Central Accounts Payable System (CAPS), representing the agency at relevant meetings and trainings. Oversee processing of DCCS ROA transactions. Review and approve Out of State Clearance Excel to CI files. Review DCCS employee travel expenses. Supervise staff; coach and direct day‑to‑day duties and provide support on complex requests. Act as liaison to control agencies (Business Services Center, Office of the State Comptroller), actively participate in meetings. Disseminate technical assistance to customers, other agencies, vendors; guide staff to meet control requirements. Maintain comprehensive understanding of SFS, CAPS; run reports, analyze data, recommend improvements. Apply NYS payment laws, rules, regulations effectively in diverse situations. Monitor and evaluate performance metrics; develop corrective or improvement measures. Prepare and submit required reports by prescribed timeframes. Conduct written and telephone communications, prepare correspondence, interact with customers respectfully. Additional duties will be discussed during the interview. Minimum Qualifications Transfer: One year of permanent competitive or 55‑b/c service in this title or in a title eligible for 70.1 transfer. Accountant Trainee 1 (SG‑14) Bachelor's or higher degree in accounting, auditing, or taxation; OR Bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses (general business, economics, statistics, and most finance courses do not count). Accountant Trainee 2 (SG‑16) Additionally require either: One year of professional experience in accounting/auditing or financial internal or field auditing covering design, review, analysis, and management of accounting systems, resulting in preparation of or recommendations on financial statements in accordance with generally accepted accounting principles; OR A master’s or higher degree in accounting, auditing, or taxation may substitute for one year of experience. Senior Accountant (SG‑18) Two years of professional experience in accounting/auditing or financial internal or field auditing covering design, review, analysis, and management of accounting systems, resulting in preparation of or recommendations on financial statements in accordance with generally accepted accounting principles; OR A master’s or higher degree in accounting, auditing, or taxation AND one year of professional experience meeting the criteria above; OR A current Certified Public Accountant license in New York State. Experience in teaching, bookkeeping, payroll records, accounts receivable/payable, or tax return preparation is not considered qualifying. Preferred Qualifications Strong organizational and analytical skills. Strong written and verbal communication skills. Understanding of accounting principles and governmental accounting standards. Proficiency with Microsoft Outlook, Word, and Excel. Familiarity with the Statewide Financial System (SFS). Salary Salary listed applies to candidates starting as an Accountant Trainee 1 (SG‑14). Salary for Senior Accountant SG‑18 starts at $66,951. Current New York State employees base salary on the candidate’s salary at the time of hire.
