What is this role?

This is more than a traditional program management role. You'll lead delivery, customer relationships, and growth across programs including NASA SEWP VI and Lawrence Berkeley National Laboratory (LBNL), while partnering with our Business Development, Proposal, and Talent Acquisition teams to pursue and execute new task orders.

We're looking for someone who knows the federal market: GWACs and IDIQs, task-order proposals, program financials, staffing, customer engagement, and post-award delivery. You'll also represent Essnova with customers, partners, and at industry events as we continue expanding our federal footprint.

What will you do?

• Manage cost, schedule, scope, technical performance, deliverables, and subcontractor relationships across all active task orders.
\n
• Lead the end-to-end task order response lifecycle under NASA SEWP VI and LBNL, including compliance, outlining, writing/editing narratives, and timely submission.
\n
• Standardize and streamline rapid bid/no-bid evaluation processes to triage high-volume vehicle solicitations quickly and efficiently.
\n
• Partner closely with recruiting to quickly identify, qualify, and place key personnel and billable labor categories (LCATs) on active programs and priority task order bids.
\n
• Act as primary operational interface for government Contracting Officers, CORs, and teaming partners.

Qualifications

\n
• Highly flexible mindset with a strong eagerness to learn new tools, processes, and domains quickly.
\n
• Hands-on management experience with major GWACs or large IDIQs (e.g., NASA SEWP, GSA MAS/OASIS, CIO-SP).
\n
• Proven experience managing, writing, and submitting compliant federal task order proposals.
\n
• Solid background managing program budgets, burn rates, DCAA/FAR compliance, and project schedules.
\n
• Experience defining staffing requirements, vetting technical personnel, and managing subcontractor allocations.
\n
• Experience with the federal proposal and program management toolset, including GovWin, SAM.gov, Deltek Costpoint, Unanet, HubSpot, and proposal-management platforms.
\n
• Experience working directly with Contracting Officers and CORs, and coordinating with teaming partners and subcontractors.
\n
• Eligible to work in the United States.
\n
• 8+ years of federal program or project management experience preferred.
\n
• Experience partnering with recruiting on key personnel is a plus.
\n
• Direct federal business development/capture experience, PMP or Shipley certification, and an active Secret clearance or ability to obtain and maintain one are all a plus.
