Must Haves:

• Experience working in Portfolio Management (resource management, prioritization, new work intake) and executive level reporting activities (ie executive dashboards)
• Technical experience building and rolling out solutions to a large number of staff (portfolio/company wide)
• Experience and expert knowledge of MS365 tools (PowerApps, PowerAutomate, PowerBI, SharePoint, excel)
• Communication and Change Management skills - experience working with different groups of employees regularly to ensure to capture portfolio level information, or engage on other portfolio level deliveries

Description

• The purpose of this request is to acquire a Senior Business Analyst contingent resource to deliver Portfolio Management process improvement tools under the New Ways of Working (NWofW) project. The Digital , Strategy and Portfolio Management Division defined requirements that will advance and mature Portfolio Management practices to better support successful outcomes of the Digital Operating Plan. A Senior Business Analyst contingent resource is needed to complete the build, and support successful roll out and maintenance of centralized application and tools in the following areas:
• Resource Capacity Management and Resource Demand Planning
• Project/Product Governance / Gating
• Prioritization and unplanned New Work Intake (NWI)

Responsibilities:

• Provide a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
• Interact with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
• Prepare and advise on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
• Build, test, and support roll-out activities and training for different applications and tools (using MS365 applications)
• Develop and document backend process steps, workflows, swim lane diagrams ensuring roles and responsibilities are clear, efficient, and timely
• Develop metrics and create executive level PowerBI dashboards

Required Skills:

• Conducts business analysis in order to assess client's business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined
• Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches
• Coordinates and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with Project Management Methodology, Enterprise Architecture and Gating Process, and Standard Systems Development Methodologies
• Develops sound processes for requirements gathering including but not limited to interviews and mockups.
• Excellent knowledge and experience evaluating and building business solution apps and tools using MS365 applications (PowerApps, Power Automate, PowerBI, SharePoint, Excel)
• Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects
• Monitors progress, resolves problems and reports regularly to I&IT management and stakeholders
• Develops performance measures, traceability matrices, and KPI's for business analysis evaluation, conducts follow-up and creates executive level dashboards (PowerBI)
• Experience developing strategies, preparing business cases and cost-benefit analysis
• Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement
• Awareness of emerging I&IT trends and technologies
• Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills
• A professional with a track record for meeting deadlines, working alongside project team.

Desired Skills:

• Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions
• Experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping
• Experience in structured, object oriented and agile methodologies for user requirements
• Experience using Copilot and other AI tools to implement business process improvement and other efficiencies
• Experience developing performance measures for business analysis evaluation and subsequent follow-up

Required Experience:

Deliverables

• Deliverables Include (Deliverables resource is responsible for):
• Successful delivery of Digital Portfolio Management tools including detailed requirements, build, testing and successful roll out of applications and tools for the following:
• Project/Product Governance / Gating applications and tools,
• New Work Intake (NWI) applications and tools (unplanned work)
• Resource Capacity Management and Resource Demand Planning validation
• Business process modeling including back end process flows, process steps, process diagrams (swim lane diagrams targeted to audience), job aids and supporting training documentation for:
• Project/Product Governance / Gating applications and tools,
• New Work Intake (NWI) applications and tools (unplanned work)
• Resource Capacity Management and Resource Demand Planning validation
• Digital KPI dashboard including data modeling and drill downs based on defined view requirements

Additional Terms

• The term of this Engagement Assignment is for 250 Business Days, with an option to extend for up to an additional 250 days at the Agency's discretion. The Engagement Assignment may be extended for unused Business Days at the Agency's discretion.
• The resource will comply with the Agency's policies and procedures.
• The resource will be issued an Agency laptop and is expected to provide at least one additional monitor, an external keyboard and a mouse at their own expense. In addition, when the resource is working from their home location they must have a private office space and are not permitted to work in an open communal space. Internet connection must be hard-wired and suitable bandwidth to support the IT requirements of this role. If these conditions cannot be met within their home office space, the resource will transition to full time in office, and the hybrid option will no longer be available.
• The Agency systems cannot be accessed from outside the province of Ontario, and Agency assets including laptops and related equipment cannot be removed from the province of Ontario, without prior written approval from the Agency.
• Assignment Type: This position is currently listed as "Hybrid". The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
