Senior Business Analyst

The Senior Business Analyst provides expert business analysis services to support diverse business and technological needs. This role involves engaging with stakeholders to gather, document, and analyze requirements, leading business process improvements, and aligning solutions with organizational methodologies and standards. The Senior Business Analyst drives initiatives through strategic planning, feasibility studies, and performance evaluation to ensure effective delivery of I&IT solutions. Responsibilities:

• Engage with business stakeholders and subject matter experts to gather and analyze business requirements.
• Lead business analysis efforts to assess problems and opportunities, documenting requirements for I&IT solutions.
• Develop and advise on business analysis policies, processes, and best practices.
• Conduct business modeling including use case, process, data flow, and business rules definition.
• Prepare business cases, cost-benefit analyses, and feasibility studies for I&IT initiatives.
• Facilitate requirements gathering sessions such as JAD workshops, interviews, and mockups.
• Monitor project progress, resolve issues, and report to management and stakeholders.
• Develop performance measures and traceability matrices for evaluating business analysis outcomes.
• Apply re-engineering concepts to promote cost-effective service delivery improvements.
• Align business analysis activities with project management methodologies and enterprise architecture standards.

• Proven experience facilitating stakeholder interviews, workshops, and JAD sessions.
• Strong ability to develop current-state ("As-Is") and future-state ("To-Be") process models.
• Expertise in eliciting, analyzing, documenting, and validating business and system requirements.
• Experience documenting business processes, business rules, use cases, user stories, and acceptance criteria.
• Proficiency with Microsoft Office Suite, Visio, Azure DevOps, Jira, or equivalent tools.
• Experience working in Agile, Scrum, Waterfall, or hybrid project delivery environments.
• Excellent verbal, written, presentation, and facilitation communication skills.
• Ability to communicate effectively with both technical and non-technical stakeholders.
• Strong organizational skills with ability to manage competing priorities and meet deadlines.
• Experience in the public sector or working with Subject Matter Experts in complex organizational structures.

• Knowledge of Information Management principles, concepts, policies, and practices.
• Experience with Computer Aided Software Engineering (CASE) tools for documenting requirements.
• Familiarity with business functional modeling, business event modeling, and business process mapping.
• Experience with structured, object-oriented, and agile methodologies for user requirements.
• Knowledge of Accessibility for Ontarians with Disability Act (AODA) and related regulations.
• Understanding of UX principles, accessibility requirements, and service design methodologies.
• Experience developing performance measures and conducting follow-up evaluations.
• Ability to translate business and data requirements into technical specifications.

• Must be available for 5 days onsite as required.
• Experience working within public sector environments and navigating complex approval processes is advantageous.
• Familiarity with accessibility, privacy, and UX design standards is preferred.

• Standard work schedule with on-site presence required for specified periods.
• May require adherence to project timelines and deadlines aligned with organizational methodologies.
