Coordinator III - Emergent Bilingual Family, Parent and Community Engagement

Reports to: Director Bilingual Programs and Supports PC #: 13886 Pay Grade: 303 Duty Days: 239 Salary Range: $80,519- $97,010 FLSA Status: Exempt Position Purpose The Coordinator of Emergent Bilingual Family, Parent, and Community Engagement is responsible for supporting the development, implementation, monitoring, and evaluation of family and community engagement systems that increase participation, advocacy, and support for Emergent Bilingual (EB) students and families across the district. This role ensures that families receive meaningful opportunities to engage in their childrens education and access district services, resources, and information in a language they understand. The Coordinator supports family engagement initiatives, parent education programs, community partnership, and advisory structures that strengthen family-school partnerships and promote student success. The role supports compliance with federal, state, and district requirements and expectations related to family engagement services for Emergent Bilingual students and families. Essential Job Functions Supports the development, implementation, and monitoring of family, parent, and community engagement initiatives for Emergent Bilingual students and families, ensuring alignment with all federal, state, and district requirements and expectations. Coordinates systems and processes that increase family participation in bilingual education programs, services, and school-based activities, promoting understanding of program goals, requirements, and benefits. Supports the establishment and facilitation of parent advisory structures and engagement opportunities that provide meaningful input regarding services and supports for Emergent Bilingual students and families. Develops and delivers parent education programs designed to increase family knowledge of bilingual education services, language development, academic expectations, and graduation pathways. Proactively leverages data-driven decision-making and initiative to monitor, improve, and accelerate outcomes for Emergent Bilingual students while fostering meaningful engagement with parents and guardians. Collaborates with campuses to strengthen family engagement practices and ensure access to information, programs, and services for Emergent Bilingual students and families. Supports districtwide communication efforts through the development and dissemination of multilingual resources, informational materials, and outreach campaigns designed to increase awareness of available programs and services. Supports family engagement and wraparound efforts for Emergent Bilingual students and families, including communication and outreach to promote understanding of program services and support student retention. Supports and monitors the implementation fidelity of bilingual education program models, including Dual Language programs, ensuring consistency with district expectations across campuses. Supports program monitoring, reporting, and evaluation of Emergent Bilingual programs in collaboration with Assessment, Analytics, Reporting, and Accountability, ensuring data accuracy and alignment with district expectations. Demonstrates flexibility in scheduling and availability, including extended or adjusted work hours during peak compliance periods, monitoring cycles, and critical deadlines, to ensure timely and accurate execution of responsibilities. Safety Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition. Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures. Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor. Supervisory Responsibilities None. Knowledge, Skills & Abilities Knowledge of applicable federal and state laws regarding Bilingual ESL education. Knowledge of federal and state guidelines and District policies and procedures regarding education and students. Knowledge of bilingual education program models, including Dual Language, and expectations for implementation fidelity across PK12 settings. Knowledge of culturally responsive family engagement practices and strategies that strengthen partnerships between schools, families, and communities. Knowledge of effective practices for developing and facilitating parent education programs. Knowledge of community-based resources and organizations that support student and family success. Skill in building and sustaining a high-performance culture focused on consistent program implementation and improved student outcomes at scale. Skill in building and sustaining strong partnerships with families, campuses, community organizations, and district departments. Skill in designing, facilitating, and evaluating professional learning and parent education opportunities. Skill in monitoring engagement initiatives and using data to improve program effectiveness and participation. Skill in designing and delivering professional learning for campus staff, including training related to program requirements, compliance processes, and certification expectations. Skill in communication, both oral and written, to effectively convey program requirements, expectations, and updates to a variety of stakeholders, including campus staff and families. Skill in organizing and coordinating multiple projects, events, initiatives, and deadlines. Ability to develop and sustain meaningful relationships with families and community stakeholders. Ability to interpret and apply complex policies, procedures, and regulatory guidance to ensure compliance with federal, state, and district requirements. Ability to manage multiple priorities and timelines, particularly during high-volume compliance and reporting periods, while maintaining accuracy and attention to detail. Ability to build and maintain effective working relationships with campus and district staff to support consistent program implementation. Ability to handle confidential student information with a high level of discretion and professionalism. Travel Requirements Travels to school district buildings and professional meetings as required. Physical & Mental Demands, Work Hazards Tools/Equipment Used: Standard office equipment, including computer and peripherals. Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting. Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching. Lifting: Occasional light lifting and carrying (less than 15 pounds). Environment: Works in an office setting; may require occasional irregular and/or prolonged hours. Attendance: Regular and punctual attendance at the worksite is required for this position. Mental Demands: Maintains emotional control under stress; works with frequent interruptions. Minimum Required Qualifications Education: Bachelor degree from accredited college or university. Master degree in Education or related field preferred. Certification/License: Valid Texas Teaching Certification preferred; Valid Texas Bilingual Certification preferred. Experience: Minimum of 3 years of experience in education, including classroom, campus, or district-level roles, with significant experience supporting Emergent Bilingual students and families required. Demonstrated experience developing, implementing, or supporting family and community engagement initiatives preferred. Demonstrated experience supporting the implementation of bilingual education programs preferred. Experience designing and facilitating adult learning, family education programs, or community outreach initiatives preferred.
