PROGRAM ANALYST
Military Sealift Command
Summary You will serve as a PROGRAM ANALYST in the Military Sealift Command (MSC), Director of Maritime Operations (N04) in the Sealift Logistics Warfighting Development Center (SLWDC) of MILITARY SEALIFT COMMAND. Responsibilities You will present ideas and concepts monthly as part of the Force Development or Force Employment battle rhythm meetings, providing options and recommendations to help address a wide range of operational challenges. You will serve as a liaison between the SLWDC and MSC program managers/directors for completion of business case analyses, market surveys, analysis of alternatives and administrative management. You will investigate and uncover challenges and vulnerabilities to generate solutions to questions not yet posed, seeking ways to boost interoperability between warfare domains. You will work with various stakeholders to develop supporting platforms, capabilities and tactics to assure global maritime services to the warfighter. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. : Experience integrating and coordinating with the Navy Research and Development Establishment (NRDE) labs, Navy Warfare Centers, and Warfighting Development Centers in the capability development of C4 systems. Expert knowledge in various Navy C4 systems including communications (satellite & non-satellite), navigation (GPS, etc.), emissions control, detection (radars, etc.) & C-ISRT systems. Experience in interpreting discreet reconnaissance and assessments, identifying required and varied subject matter experts, and assembling and leading diverse groups into achieving capability development effects. Experience in a wide range of pertinent regulations, policies, DoD and DON instructions, and precedents which affect compartmented operational planning processes to effectively advise MSC senior leadership. Experience to translate the results of warfighting and Title 10 gap and mitigation strategy analyses into easily understandable and operationally applicable concepts and projects for senior military decision makers. Experience in writing material such as information and point papers, executive summaries, flag officer correspondence, and similar documents to clearly, concisely, and accurately communicate technical and non-technical content.
