The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPA’s NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have an immediate need for a Program Analyst to support NATO Space Capability Development onsite at Norfolk, VA. Responsibilities The Program Analyst will support Space Capability Development with the following tasks: support the Project Management Team within the HQ SACT Space Branch for the Space capability development during the Project Proposal process, as well as the capabilities implementation phase of the future Space Capabilities by coordinating and monitoring the full lifecycle of capability development, implementation, and disposal across all elements of DOTMLPFI including requirements, plans, solutions, networking with industry, leadership updates within the Space Branch, and direct leadership as required. Support and contribute to the activities of the Space Capabilities and Requirements Management Teams, including coordination with HQ SACT CAP and REQ teams within HQ SACT and SHAPE. Support the mapping and provision of Space requirements development and management consulting services. This may be linked with European NATO entities, engagements with EU, as well as the ACO Space entities and Nations. Perform mapping activities based on the Space Information Sharing Framework and interdependencies. Interact with ACO subject matter experts to collect and coordinate information needed to clarify operational needs underlying rising Operational Requirements Statements. Employ analysis techniques to ensure that Space capability requirements are specific, measurable, acceptable, realistic, and time-bound (SMART), and consider a range of cost-effective options during their development and formulation. Use programmatic skills and LL/LIs to create a comprehensive approach throughout all CFCDGM deliverables of the CTR contract and report to Space Branch leadership. Support urgent requirements processes, including ensuring requirement development through the lifecycle support. Participate in key BiSC meetings on these topics, including relationships with requirements specialists across NATO. Coordinate network activities on architectures, analysis of alternatives, and other supporting processes – linking with US and other national efforts. Support the community of interest of CAP like-minded SMEs and propose meetings/discussions as needed. Access Space tools such as ORION, RIGEL, and key space documentation. Support Space Branch key CAP deliverables, and report to the HQ SACT Space Branch Leadership for all activities. Design, execute, and analyze experiments within the NATO Command Structure or NATO exercises. Qualifications Bachelor’s degree in a science or management field or 5 years of experience, acceptable in lieu of the degree. Active Secret clearance. Five‑plus years in the last ten in capability development. Three‑plus years in the last ten in capability development management tools (e.g., DOORS, Microsoft Project and Visio). Three‑plus years in the last ten in briefing senior leaders/decision makers. Three‑plus years operational knowledge of Space efforts within the last ten years either as a military officer or civilian. Working knowledge of Configuration Management methods and practices. Able to work fully onsite based on client needs. Pay Range Information At SPA, we strive to deliver a robust total compensation package that will attract and retain top talent. Salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations.
