Position Summary 

Owns ARISE's technology environment end-to-end: Microsoft 365 (SharePoint, Exchange/Outlook, Teams, OneDrive, Forms), the Power Automate workflow automations, the UniFi network and Protect camera systems, endpoints, software/license management, domain/DNS and email authentication, and IT vendor coordination. The single accountable owner of IT continuity, access provisioning/deprovisioning, data security, and IT incident response — keeping the systems documented, secured, licensed, backed up, and never single-person-dependent. Supports CARF Section 1.J (Technology) evidence and works with Compliance/Risk, HR, Clinical, and Finance. 

Required Qualifications: 

• Associate’s or Bachelor’s in IT, information systems, or equivalent hands-on experience 
• Hands-on administration of Microsoft 365 (Entra/Azure AD users & roles, Exchange Online, SharePoint, Teams, licensing) and Power Platform / Power Automate 
• Networking fundamentals with hands-on UniFi/Ubiquiti (or comparable) gateways, switches, APs, and IP camera/NVR systems 
• Endpoint support: Windows workstations, VoIP handsets, and multifunction printers 
• Working knowledge of HIPAA / 42 CFR Part 2 data-security obligations in behavioral health; familiarity with CARF Section 1.J standards a plus 
• Strong documentation discipline — the role must leave everything documented and transferable 
• Vendor management and clear communication with non-technical staff 

Pre-Employment Requirements: 

• Drug test at Hancock Gateway Lab (per ATC-140) 
• Criminal background check must clear before first day (per ATC-139) 
• OIG LEIE screening 
• TB skin test or proof within past year 
• Immunizations per ATC-139 Section 8 
• Sign the IT Acceptable Use and confidentiality acknowledgement on day one; agree to the credential-handling / vault policy 

Job Responsibilities (derived from ARISE policies):  

• Own Microsoft 365 tenant administration: user lifecycle, role assignments (keep ≥2 Global Admins, no orphan admins), licensing/billing accuracy, shared mailboxes, and MFA enforcement (ATC-137) 
• Own and maintain all Power Automate flows and their connections on an ARISE service account (itsupport@) — never a personal account; keep approval steps pointed at current owners with timeouts and escalation (ATC-137) 
• Administer the UniFi network and Protect camera systems as an ARISE-owned admin, including footage retention and governance in a controlled location 
• Maintain the IT asset and license inventory with a second custodian — no single-person “verified by” 
• Run the Access Request (provisioning) workflow; grant least-privilege access with proper approvals (ATC-143) 
• Run offboarding/deprovisioning on every departure: disable account, reset password, revoke sessions, remove from groups/DLs/shared mailboxes, reassign OneDrive/mailbox, reclaim devices, revoke vendor-portal and social access, and rotate shared secrets (ATC-143) 
• Enforce the IT Policies & Procedures Handbook: acceptable use, data security, password/MFA, device/network, email/phishing, software/licensing, and remote work 
• Own IT incident reporting and response (ATC-509) and coordinate HIPAA breach response with Compliance (ATC-505) 
• Maintain the Disaster Recovery Test Log and run periodic DR / business-continuity tests 
• Keep domain/DNS and email authentication (SPF, DKIM, DMARC) healthy; monitor DMARC reports; vet new senders before go-live 
• Maintain the credential vault map (locations + rotation status); ensure no credential is single-person-held 
• Administer software and license compliance (ATC-519); maintain the Software & License List and renewal calendar 
• Coordinate IT vendors and quotes (network, phones, cameras, EMR, domains, web); confirm BAAs where PHI is involved (ATC-402) 
• Keep the Flow/Form/List reference documentation and IT onboarding/orientation materials current 
• Provide on-call support for system outages and security incidents (ATC-145) 
• Support CARF Section 1.J (Technology) evidence and audits
