Essential Job Functions This position performs management-level human resources work with managerial responsibility for all aspects of the Human Resource Information System (HRIS) for the Maryland Judiciary, Human Resources Division (JHRD) and reports directly to the Deputy Director of Human Resources. This position is responsible for the administration, maintenance, optimization, and strategic support of the organization's HRIS, including oversight of the current HRIS platform and coordination of a future HR system implementation. The HRIS Manager performing duties such as, but not limited to managing and maintaining the HRIS system to ensure accuracy of data and integrity of employee personally identifiable information (PII), collaboration with JHRD leadership to analyze data to identify strategically relative development and enhancements to a HRIS system in connection with the strategic initiatives for the Maryland Judiciary. This position ensures effective operations of HR systems and supports ongoing improvement to HR technology, reporting, compliance, and defining business process and roles. The HRIS Manager partners with leaders within the HR units which includes, Talent Acquisition, Benefits and Compensation, Payroll Operations, Employee Relations and Compliance, and Judicial Services & Information Privacy. The HRIS Manager partners with Judicial Information Systems, and organization leadership to ensure the alignment of the strategic initiatives through the operational efficiency of the HRIS. This position manages a staff of HR professionals, to include a HRIS Supervisor and two additional support positions. The position is responsible for direct oversight of auditing human resource transactions (new hires, promotions, demotions, salary adjustments, reclassifications, separations, terminations, retirements, etc.); assisting Judiciary leadership and employees with questions related to the HRIS system; managing the quality of data entered and extracted from the HRIS system to ensure its accuracy; ensuring maximum efficient utilization of the HRIS system for the Judiciary; ensuring user roles within HR, and external access controls within CONNECT if necessary; and primary oversight of the SPS file and CPB files, which transfer employment data to the Central Payroll Bureau and Department of Budget and Management, Employee Benefits Division. This position is the primary contact for Judicial Information Systems regarding updates, testing, issue‑spotting, and development of the CONNECT system. This position is responsible for the development and implementation of metrics, goals, objectives, and programs for JHRD's HRIS unit; assessment of those metrics, goals, objectives, and programs as it relates to the fulfillment of the Judiciary's and JHRD's overall goals and objectives, including, but not limited to policy development, resolving complex, and sensitive employee problems and program/system issues. This position will also provide added oversight of AI usage for internal procedures for HR. Essential Duties And Responsibilities Management and Oversight of Human Resources Information System Responsible for the management of the HRIS system, which includes but is not limited to: ensuring maximum efficient utilization of the HRIS system for the Judiciary; assisting all Judiciary employees with questions related to the HRIS system; trouble‑shooting issues raised by leadership; managing the quality of data entered and extracted from the HRIS system to ensure its accuracy; and, managing the position management function in the system. Manages upgrades process with internal stakeholders and contractors and develop strategies for successful implementation. Develops strategies with internal partners for project and communication strategies for rollouts of upgrades to CONNECT system. Responsible for the administration and management of the direct interface between the Judiciary's HRIS system and Central Payroll Bureau to ensure accurate processing of employee data. Researches, troubleshoots, and corrects errors. Responsible for the administration and management of the direct interface between the Judiciary's HRIS system and Department of Budget and Management to ensure accurate processing of employee data. Researches, troubleshoots, and corrects errors. Drafts requirements for an HRIS system in coordination with JHRD leadership, and JIS. Responsible for ensuring that HR user roles, and other user roles, if necessary, have the appropriate access controls within CONNECT. Ensures tipsheets and/or process documents are developed or updated to accompany system updates. Day-to-Day Operations with Internal and External stakeholders Represents the Judiciary for HRIS issues and manages relationships with the Department of Budget and Management, Central Payroll Bureau, Maryland State Retirement and Pension System, Maryland Supplemental Retirement Plans, and other governmental agencies for interface files. Develops and improves the process for performing quality control checks for transactions entered into the system and for other preventative measures as necessary. Works with Court Administration to ensure that county employees are captured accurately in the system and county needs are met. Reviews any benefits transaction issues and errors with internal and external requirements. Resolves complex system issues for interfaces with other state agencies. Performs oversight of system auditing throughout the Maryland Judiciary. Oversees the monthly and as needed reporting to internal and external stakeholders. Develops or assists with the development of queries for ad hoc and other requests. Reviews and assists in the development of Judiciary policies and procedures. Recommends to the Assistant State Court Administrator - Human Resources and Deputy Director of HR improvements to current processes, practices, policies, forms, etc. to effectively meet the needs of the requestor or the Judiciary. Supervision of Subordinate HR staff Develops and implements metrics, standards, and controls for work to ensure completion and effectiveness. Plans, organizes, and supervises the work of subordinate staff, ensuring timely and accurate completion of assignments, including projects, deadlines, and reviews of work products. Develops, monitors, and maintains the office, directing the work of professional staff and providing technical guidance. Trains, develops, and encourages subordinate staff to act with respect and confidence in discussions of new approaches toward assigned areas of expertise to internal and external partners. Conducts one‑on‑ones, expectation‑setting conferences, and yearly performance reviews with subordinate staff. Conducts counseling and/or disciplinary meetings with subordinate staff, as necessary. Institutes methods to correct deficiencies. HRIS Internal Auditing process Responsible for creating auditing process for reporting to Administrative Heads regarding various mission driven objectives. Conducts regular audits of HR user roles, and other user roles, if necessary, to ensure appropriate access controls within CONNECT. Manages the POI process for HRIS system users defined by stakeholders. Oversight for internal HRIS procedures and updates to quick reference guides for HR processes for users. Responsible for testing requirements for CONNECT upgrades, enhancements, and biannual testing, and provides recommendations to O&M team, HRIS Specialists, Deputy Director, and ASCA for Human Resources. Oversight for troubleshooting for the end user and respond to CONNECT issues in a timely manner. Managerial Support Provides HRIS assistance to staff, supervisors, managers, and Administrative Heads. Develops annual strategic goals and objectives. Prepares, reviews, and responds to highly sensitive or complex requests. Provides expert advice to senior level officials as needed. Resolves daily issues and challenges presented by utilizing a working knowledge of personnel law, regulations, and policy along with an understanding of the work performed in each unit to ensure the system keeps up with changes and updates. Develops and delivers trainings related to HRIS and prepares presentation materials. Performs other related work as assigned. Provide added oversight of AI usage for internal procedures for HR. Works with HR leadership to implement AI in the workforce. Minimum Qualifications Education: Bachelor's Degree from an accredited college or university. Experience: Four (4) years of professional human resource experience in areas of human resources information systems (HRIS), and two (2) year supervising or managing professional staff. Note: Professional human resources work experience as defined above may be substituted on a year for year basis for up to four years of the required education. Knowledge Of Knowledge, Skills, and Abilities: Human resources policies and procedures, and federal, state, and other applicable human resources related laws, rules, regulations, and ordinances specifically related to employment, benefits, and retirements. Policies and practices of the Maryland Judiciary. The use and application of Human Resource Information Systems. Human resources unit roles and responsibilities. Techniques used in collecting, tabulating, evaluating, and presenting data. Word processing, database, spreadsheet, and graphic computer software applications. Human resources management theories, policies, and practices. Analytical procedures and techniques used in organizing and conducting studies and analyses of jobs, organizations, work methods, programs, and operations. Skill In Facilitating / negotiating agreements between individuals and groups, and management and employees, where conflicting interest and viewpoints exist. Leading and managing staff. Defining problems, conducting research, collecting data, establishing facts, drawing valid conclusions, and formulating recommendations. Ability To Interpret and apply policies, procedures, regulations, and laws. Develop, implement, and administer policies and procedures for effective and efficient HR programs and services. Independently identify, respond to, and resolve management issues, concerns, and needs related to HRIS. Analyze problems, identify alternative solutions and exercise good judgment, flexibility, creativity, and sensitivity. Apply and demonstrate strong analytical and organizational skills. Provide guidance and accurate information to managers, staff, and administrative heads. Maintain a harmonious and effective working relationship with supervisors, subordinates, public officials, and the general public. Plan, develop, and execute activities and functions in assigned program areas. Coordinate work with other Human Resources units, court locations, and external departments and agencies. Communicate effectively in writing and orally, including presenting information to large groups. Operate a personal computer. Physical Requirements Perform all essential functions of the position. Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met. Equipment, Machinery And Tools Personal computer, printer, copier, shredder, facsimile, LCD projector, laptop and motor vehicle. This position will need to travel off‑site to attend off‑site meetings, complete testing, and to conduct trainings and workshops. Software And Computer Skills Proficiency in the use of MS Word, Excel, PowerPoint, Outlook, CONNECT (the Judiciary's Human Resources Information System (HRIS)). Proficient in the use of the Internet. Additional Responsibilities Travel is required: As needed to attend site visits, meetings, trainings, etc. throughout the State of Maryland.
