Public Works Field Operations Manager

Job Title

This highly responsible supervisory and administrative position has a wide variety of duties in connection with the oversight of the day-to-day field operations of the Public Works Department, which includes water and sewer, parks, streets, cemetery and utility construction projects as well as equipment, vehicle and building maintenance. This position also coordinates with the Sewer Treatment Plant operators, and reports directly to the Director of Public Works.

Essential Job Functions

EXAMPLES OF ESSENTIAL JOB FUNCTIONS: General: 1. Organizes and delegates the daily work schedule for all field personnel based upon priority, weather conditions and staffing; schedules and monitors the on-call rotation. 2. Completes performance evaluations; resolves personnel issues in compliance with the current City Personnel and Safety Manuals, as well as state and federal regulations; assists with mandatory safety instruction including city specific training. 3. Plans and schedules department projects and programs by making procedural and operational changes as necessary; evaluates issues as they arise to determine if the emergency can be resolved inhouse; apprises Public Works Director of all field situations. 4. Assists in plan review for new commercial and residential construction; conducts pre-construction meetings; conducts field inspections as needed; reviews and recommends final as-builts acceptance by the city. 5. Reviews and monitors compliance programs including flushing, valve exercise, lift station pm and manhole inspections. 6. Monitors all collection and SCADA to proactively schedule maintenance. 7. Reviews all purchases for field operations, coordination with the inventory technician. 8. Serves as acting Public Works Director in the absence of the director. Water and Sewer: 9. Understands the operation, inspection, repair and maintenance of related water distribution system, wastewater collection system, wastewater pump stations and the wastewater treatment plant and disposal facilities. 10. Coordinates and supervises the installation, maintenance and repair of city water and sewer infrastructure outside of the plants, including record keeping, regulatory agency reporting and compliance. 11. Responds, if necessary, to sewer back up calls; assesses the back up to determine how to correct the problem; coordinates obtaining equipment and additional manpower necessary to fix the problem; returning equipment to shop; cleaning equipment if necessary; completion of work order detailing time, equipment, parts and miscellaneous material used. 12. Coordinates or responds, if necessary, to water line leaks and breaks; evaluates problem to determine repairs needed; coordinates obtaining equipment and additional labor if necessary; returning equipment to shop; completion of work orders, detailing time, equipment, parts and miscellaneous material used; meets with property or business owner as necessary for any explanation that may needed. Streets: 13. Schedules ROW and retention areas for routine mowing and maintenance, as well as tree trimming including limb and debris removal. 14. Monitors streets for potholes; assesses street condition and thickness of asphalt; coordinates minor street repairs and orders asphalt for same; assists with field inspections for paving projects. 15. Monitors street name and regulatory signs for needed replacement and coordinates when necessary. City Properties: 16. Ensures that field employees mow, maintain and keep all city properties, including park areas, city cemeteries, municipal grounds and City ROW's in neat and presentable condition. 17. Coordinates with the Events & Promotion Specialist to ensure buildings and grounds meet necessary requirements for scheduled events. 18. Ensures that Building Maintenance Technician completes all routine maintenance for city buildings (ex: - monthly air-conditioning filters and maintenance) is completed. 19. Ensures that field staking of grave plots are accurately marked in the city cemetery.

EXAMPLES OF NONESSENTIAL JOBFUNCTIONS: 1. Assists the Director of Public Works in coordinating with contractors and developers for the extension of services, completion of reports, research for projects, budget preparation, and various meetings as necessary. 2. May be required to operate backhoe and other machinery and heavy equipment as necessary. 3. Performs other duties and work assignments as requested.

SERVICE: 1. Direct contact with the field employees, contractors, representatives of other agencies in person, citizens, vendors and by telephone regarding a wide variety of topics.

PHYSICAL ACTIVITIES FOR EACH ESSENTIAL JOB FUNCTION: Temporarymodificationstoprovidereasonableaccommodationsdonotwaiveanyessential functions of the job requirements. Thinking independently; attending meetings with the Public Works Director and as the representative of the Public Works Director as requested; participating in water and sewer construction and project status meetings with contractors as needed; performing contract administration duties for multiple construction projects. 2. Visually reviewing plans and shop drawings as needed, performing construction inspections, observing equipment/materials testing and completing recordkeeping. 3. Climbing a ladder, twisting, bending, stretching, stooping, and digging a hole or trench as necessary in an emergency situation. 4. Walking long distances on uneven ground, bending and stooping to locate and/or mark utility lines; preparing diagrams and as-built drawings. 5. Visually and audibly check for possible hazards and equipment malfunctions. 6. Reading plans and specifications and calculating grades and elevations; using backhoe, digging hole for manhole, installing manhole, covering hole if necessary. 7. Visually reviewing and approving for accuracy timecards of all employees under position's leadership.

WORK ENVIRONMENT: 1. This position, in conjunction with current city operations, normally works a four ten-hour day work week from Monday through Thursday. 2. This position is an "essential employee" and is required to report for work for any declared emergency or major disaster. 3. This position involves working indoors as well as outdoors. Some of the outdoor tasks are completed in all types of weather, including adverse weather conditions. 4. This position supervises all public works field personnel including building, vehicle and equipment personnel; coordinates with the Sewer Treatment Plant Operators; must be able to work well independently or with others. 5. This position is able to operate both manual equipment and automated equipment. All equipment is provided; some tools are shared.

KNOWLEDGE, SKILLS AND ABILITIES: 1. Ability to communicate both written and orally; ability to write reports and complete work orders and other required forms. 2. Ability to safely and efficiently operate hand and power tools, electronic test equipment, chainsaws, cutting saws, handheld compactors, pump, ventilator, loader, level transit, sewer-cleaning machine and backhoe. 3. Ability to read and understand electric circuits. 4. Ability to read plans and blueprints. 5. Ability to demonstrate the safe handling of chemicals related to waterline construction. 6. Knowledge of water and sewer fittings and the proper installation of these fittings. 7. Knowledge of sewage pumping station repair and maintenance including electrical system trouble shooting and repair. 8. Ability to communicate efficiently either in person or over the telephone. 9. Knowledge of the City's streets and their layout and the addressing system. 10. Knowledge of the mechanical operation and repair of tools and equipment. 11. AbilitytooperateandnavigateintheapplicableCity'scomputerandsoftwaresystem. 12. Knowledge of the layout of the City's collections system; including lift stations and force mains. 13. Knowledge of the layout of the City's distribution system; including wells and storage facilities. 14. Knowledge of the City of Belleview Design and Specification Manual and ability to implement strict adherence to the manual's guidelines.

Minimum Qualifications

1. Must possess an associate's degree from a community college in a field pertinent to the position and approved by the PWD or City Administrator. 2. Seven (7) years' experience in underground utility construction with 3 years supervisory. 3. A comparable amount of training, education or experience may be substituted for minimum qualifications. 4. Must possess a FDEP Certification in Water Distribution Level 2, or ability to obtain in 6 mo. 5. Must possess a valid Florida Driver's License, Class B CDL preferred 6. Department of Transportation Intermediate Maintenance of Traffic (MOT)

Supplemental Information

RESIDENCY REQUIREMENTS: No residency requirement. However, must live within 15 miles or 30 minutes of the Public Works office. CITY PROVIDED CELL PHONE AND TAKE-HOME VEHICLE SAFETY EQUIPMENT: Supplied with and required to use cones, barricades, fire extinguishers, first aid kits, hard hat, traffic safety vest, safety glasses, ear protectors (earmuffs or plugs) and gloves, back support belt and other protective garments. Toe reinforced and puncture proof footwear is required, and the cost is reimbursed in accordance with city policy.
