Visit our website at nyc.gov/dcas to learn more about the work we do. Division of Energy Management DEM leads the City’s efforts to reduce carbon emissions. Our goals are to reduce greenhouse gas (GHG) emissions by 40 percent by 2025, 50 percent by 2030, and 80 percent by 2050. Additional commitments include installing 100 MW of solar photovoltaics by 2025. DEM manages the City’s utility accounts, develops the annual utility energy budget, assists agency partners with energy‑saving opportunities, leads energy efficiency and distributed generation projects, and implements best practices for operations and maintenance. Senior Engineer – Building Optimization Team The Senior Engineer works in the Building Optimization Team (BOT) under the Senior Program Manager, coordinating closely with other DEM units. In the first 18 months, the Engineer is expected to manage building optimization projects successfully and independently. Within four years, the Engineer will help establish a robust program to upgrade and maintain the City’s HVAC infrastructure and develop advanced analytics to improve building optimization. Responsibilities Project management: Lead the management of a portfolio of highly technical projects and opportunities at the City’s facilities, including budgeting, scoping, implementation oversight, site inspections, and project close‑out. Technical oversight: Provide expertise on designs, scope and costs, inspections, energy savings calculators, and ad‑hoc advanced technical support to City agencies and DEM. Performance management: Monitor, report, and maintain project‑level tracking of key performance metrics, including ECMs, OMMs, energy, GHG, cost savings, and measurement & verification work. Agency engagement: Facilitate routine correspondence with City agencies, set clear expectations, and build professional connections to improve program success. Program expansion: Support senior leadership in expanding the City‑wide building optimization program focused on preventative maintenance and advanced analytics to optimize operational and energy efficiencies. Minimum Qualifications Completion of a baccalaureate degree in architecture, building science, engineering, environmental science, facilities management, or a related field; or Completion of a two‑year apprenticeship in a construction trade with an emphasis on energy efficiency and two years of full‑time experience in energy generation or conservation; or Four years of full‑time experience in energy generation or conservation; or Education and/or experience equivalent to options 1‑3, with credit for undergraduate credit and master’s degrees as specified. Special Note – Assignment Levels Eligibility for Assignment Levels II, III, and IV is based on degrees and experience as described in the detailed list below. License Requirement A valid Motor Vehicle Driver License may be required for certain assignments. Licenses must be maintained for the duration of the assignment. Preferred Skills Knowledge of building science and energy‑consuming building processes and equipment. Experience with technical project management operations and project close‑out. Familiarity with CRM and project management software. Ability to read and interpret controls drawings, mechanical drawings, and wiring diagrams. Knowledge of energy savings calculation methods and NYC local laws. Experience with ASHRAE or AEE procedures for commercial building audits. Credentials such as CEM, CEA, or CBCP.
