Criminal Investigator (Program Manager)

Summary The Digital Forensics Branch (DFB) in Sterling, Virginia reports to the DFB Chief and provides complex digital device forensics support and guidance to field agents for computer imaging, mobile device extractions, digital storage media, digital video recorders, and relevant hardware/software. Duties The major duties include: Engages in active investigations, seizures of evidence, and conducts digital forensic processing for criminal investigations agency-wide. Attends briefings, documents objectives, intelligence, and evidence requirements; provides options and recommendations on forensic digital evidence collection. Conducts apprehensions, arrests, and interviews; leads or represents the Bureau in multi‑agency task force operations; testifies in criminal court cases as a fact or expert witness. Creates working copies of evidence, maintains evidentiary chain of custody, sterilizes media, extracts mobile device data, examines computer images and mobile device extractions, and assists with analytics of digital evidence sources. Develops training plans and curricula for digital forensics training for DFB members and program personnel; serves as liaison with other law enforcement agencies to share techniques, best practices, and methods for gathering digital evidence. Requirements Conditions of employment: Must be U.S. Citizen or National. Selective Service registration required for males born on or after December 31, 1959 (or provide approved exemption). May be required to serve a one‑year probationary period. Must be a current permanent DOJ employee with competitive status or a CTAP/RPL eligible candidate. Must pass drug screening and be subject to random drug tests. Must be suitable for federal employment via background investigation. Must meet all time‑in‑grade requirements by the closing of the announcement. May be required to disclose financial information per DOJ and Federal ethics guidelines. Qualifications Minimum qualifications for the GS‑1811‑14 (GS‑14 grade) level: At least one year of specialized experience equivalent to GS‑13. Specialized experience must include: Understanding in the field of digital forensics for law enforcement investigations; understanding of digital forensics applications for market research, testing, evaluation, and acquisition of new forensic software/hardware; preparing written reports and assessments; providing input for budgets; gathering and compiling statistics and other program data.
