Human Resources Technician (Recruitment & Employment)

The Town of Knightdale is seeking a motivated Human Resources professional to join our team as a Human Resources Technician. The individual in this role will play an important part in attracting talented candidates, guiding applicants through the hiring process and helping new employees get off to a great start with the Town of Knightdale. Our Human Resources staff works closely with hiring managers and prospective employees throughout the hiring process. This role also supports a variety of HR functions and provides ongoing support to employees, contributing to the smooth and effective operation of the Human Resources Department. The ideal candidate is an excellent communicator with sound judgment, strong attention to detail, a commitment to confidentiality, and a passion for providing excellent customer service. Our Human Resources team enjoys working from a newly built office space located next to Knightdale Station Park, a beautiful backdrop for the meaningful work our team engages in every day. PURPOSE OF CLASS: Under general supervision, performs a variety of administrative and paraprofessional responsibilities in support of the Human Resources Department in areas such as records maintenance, recruitment and selection, and supporting the employee life cycle; performs related work as required. This position is classified as non-exempt and is subject to the Fair Labor Standards Act overtime regulations. PRIMARY TASKS: Partners with Directors on recruitment and hiring processes for assigned positions. Develops recruitment strategies, generates recruitment materials, and advertises vacancies with appropriate outlets. Administers interview process, including process design, development of assessment tools, materials creation, and schedule coordination. Reviews application materials. Guides and participates in interview process components. Conducts reference checks. Extends conditional offer of employment and coordinates pre-employment requirements. Coordinates start dates, notifies departments when employees are approved to begin work, and conducts onboarding. Administers new employee orientation program. Participates in job fairs and recruitment outreach. Oversees employment transitions such as transfers, promotions and offboarding. Maintains recruitment and employment records. Updates HR information systems. Coordinates volunteer screening and onboarding. Maintains job descriptions, employee and volunteer rosters, and organizational charts. Prepares personnel transaction forms to record salary changes and similar transactions. Provides materials to HR Director for biweekly payroll processing. Assists with performance evaluation administration as assigned. Assists in preparation of annual budget request for the Human Resources Department. Assists in developing goals and performance measures for the Human Resources departmental plan and tracks data. Assists with annual insurance open enrollment and benefit administration. Orders supplies as needed, creates purchase requisitions, and submits pcard receipts timely. Maintains confidential personnel records. Purges records in accordance with retention schedule. Notarizes documents upon request. Assists with employee events. Responds to requests for information. Maintains position manual. Cross-trains within department as directed. Performs other duties as required. EQUIPMENT OPERATED: Copy machine, computer with Microsoft Office, label printer, and other assigned equipment. REPORTING RELATIONSHIP This position reports to the Human Resources Director. WORKING CONDITIONS: Work is performed primarily in an office environment with no significant exposure to adverse environmental conditions. Position requires the ability to sit for extended periods, use hands and fingers for typing and other repetitive tasks, and communicate effectively in person and by telephone. This position is classified as sedentary work, requiring the ability to occasionally lift, push or pull objects weighing up to 10 pounds. This position requires sufficient visual acuity to operate a computer and other office equipment and to read, prepare, and review documents and other written materials. JOB CONTEXT: This position works 40 hours per week during the five-day work week. Weekends and overtime may be necessary to fulfill job duties. The stress level of the job is low to moderate. EDUCATION: Associate degree in business, personnel management, or related field. EXPERIENCE: Administrative or human resources experience involving recruitment, employment processes, customer service, records management or related functions required, preferably in a human resources and/or municipal setting. KNOWLEDGE, SKILLS & ABILITIES: General knowledge of the organization and local government functions. General knowledge of human resources best practices and employment laws. Ability to maintain confidentiality, exercise sound judgment, and handle sensitive information with discretion. Ability to establish and maintain an effective office operation. Ability to establish and maintain effective working relationships and provide excellent customer service to other employees and the public. Ability to learn and apply policies, procedures, and systems. Ability to research, analyze, and compile HR data and routine reports. Ability to manage multiple deadlines simultaneously. Skill in the use of applicant tracking systems, job boards, and other methods of sourcing and tracking candidates. Skill in written and verbal communications.
