Program Analyst

Summary This position falls under the Anesthesiology Service at the San Francisco VA Health Care System. The role of the incumbent is to assist the Anesthesiology department to fulfill the missions of this complex service, with the principle objective of optimizing utilization of resources dedicated to its training and research programs. Responsibilities Major duties: Functions as the primary coordinator of all health professions trainee programs under Anesthesiology Service at SFVAHCS, collaborating with the affiliates, UCSF, USHUS and SMU as well as other independent schools of various health professions. Works in conjunction with Anesthesiology Service administrative staff on the processing and on-boarding of all trainees, medical students, residents, and fellows Manages procurement and contracting for Anesthesiology Service, including preparing procurement requests evaluating proposals for work, serving as a Contracting Officer Representative (COR) for procurements, maintaining procurement and contracting records, and/or verifying all quality measures for the contract are met. Serves as a point of contact for informational needs related to the aforementioned programs for a broad range of customers, working closely with Anesthesiology Service leadership, support services, and other VA medical centers to meet the needs of external customers. Acts as a liaison between SFVAHCS and affiliate universities to generate and maintain agreements as indicated. Works together with the Office of Education, SFVAHCS, and administration at the independent schools of various health professions to ensure all trainees meet requirements for processing. Facilitates updated orientation materials that are accurate and easily accessible, and also organizes and coordinates the orientation process for residents, medical students, and other trainees. Develops a comprehensive knowledge of all aspects of the curriculum for all relevant trainee programs. Performs analytical and evaluative work related to program operations and collaborates with section chiefs to ensure integrated goals and priorities for Anesthesiology Service training programs are met. Independently addresses day-to-day management of any program issues. Develops and maintains rotation schedules and coordinate with the Program Director(s) to resolve any issues. Serves as a point of contact for Anesthesiology Service personnel issues and assists Anesthesiology Service leadership to perform the full range of human resource requirements related to recruitment & placement, personnel security, processing & records, employee benefits, and position management & classification. Provides personnel support and recommendations to Anesthesiology Service employees, maintaining thorough knowledge and awareness of new and consistently changing processes and/or requirements. Serves as an Automated Data Processing (ADPAC) Application Coordinator (ADPAC) for Anesthesiology Service. In this capacity, the incumbent is responsible for engaging in analytical problem solving. The incumbent communicates and understands technical terminology when dealing with other ADPACs and the Office of Information and Technology (OI&T). Serves as the lead Talent Management System (TMS) Coordinator for the service. Responsible for tracking and ensuring compliance of Anesthesiology Service employees and affiliates to mandatory training deadline and policies. Establishes procedures related to administrative processes and instructs relevant staff on current regulations. Reviews procedures developed on a periodic basis to assure compliance by administrative and multidisciplinary staff. Other duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of healthcare delivery systems; skill in completing data reports and briefings; ability to work independently and in a team; and advanced computer skills and knowledge. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate level education. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: There are no unique physical demands other than the ability to work and concentrate with frequent telephone and/or personal contact interruptions by staff, stakeholders, and visitors. Most of the work is sedentary, but some mobility is required such as walking, standing, bending, lifting, and carrying light items such as books, papers, and files. This position also requires mobility within the medical center and in rare instances, via shuttle, bus, or government car between other locations within the health care system.
