Duties

Help

• Performs the development, justification, coordination, and completion of a variety of procurement transactions for a wide range of services and supply contracts from the time of receipt to award of contract.
• This includes both Federal Acquisition Based AR-based purchase orders/contracts and agreements issued under the Other Transaction authority.
• Reviews purchase requests and conducts extensive market research to determine appropriate method of procurement, properly documents results, and prepares the resulting acquisition strategy for review and approval.
• Develops solicitations and prepares award documentation in accordance with the Other Transactions Guide, Federal Acquisition Regulation,
• Department of Defense Federal Acquisition Regulation Supplement, and Special Operations Federal Acquisition Regulation Supplement.
• Reviews Requirement Packages, to include Performance Work Statements/Statements of Work/Statement of Objectives, Independent Government Estimate, and other required documents for accuracy.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the education and specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience equivalent to the NH-1 grade level in the Federal service which includes 1) Reviewing requisitions and determining appropriate method of procurement; 2) Developing procurement plans; 3) Performing detailed analysis of bids or proposals received; 4) Prepares and issues solicitation documents; and 5) Experience with extensive market research, and establishment of price reasonableness by either price or limited cost analyses.

This is an Army Acquisition, Technology, and Logistics (AT&L) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
