As an Supervisory Management and Program Analyst , you will direct and perform complex duties regarding the budget, human resources, and other administrative needs within the External Affairs Directorate.

Duties

Help

  • Manages staffing operations for the External Affairs Directorate from the initial strategic planning stages through the everyday support services of directorate personnel.
  • Provides technical advice and assistance to program staff and management on highly complex, and high dollar value activities that support the mission.
  • Oversees the areas of administrative support services, such as staffing, timekeeping, awards, contracts and performance management.
  • Addresses human resource requirements to meet shifts in workloads and priorities based on changes to policies and regulations.
  • Initiates and conducts studies designed to improve the effectiveness of all operational functions within the directorate.
  • Liaisons and coordinates work efforts with the appropriate external units of the agency and departmental teams.
  • Coordinates the resolution of grievances, investigations, or adverse actions concerning directorate personnel.

Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/03/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/03/2026.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:
  • Representing the Agency in conferences and meetings concerning the directorate's administration functions and personnel actions.
  • Preparing briefing materials for Senior leadership on complex issues impacting personnel matters.
  • Assigning workloads, setting priorities and meeting deadlines to meet the Agency needs.
  • Interpreting and applying HR policies, procedures; drafting and reviewing HR correspondence and guidance.
  • Developing and monitoring reports to ensure ongoing compliance with time and attendance and various HR programs.

EDUCATIONAL SUBSTITUTION : There is no educational substitution at this grade level.

Voluntary Separation Incentive Payment (VSIP): Per 5 CFR 576.202, An employee who receives a Voluntary Separation Incentive Payment (VSIP) and later accepts employment for compensation with the Government of the United States within 5 years of the date of the separation on which the VSIP is based, including work under a personal services contract or other direct contract, must repay the entire amount of the VSIP to the agency that paid it (proof of payment is required) before the individual's first day of reemployment.
