Pay Grade: 403 Salary Range: $74,735 - $90,043 Duty Days: 239 Position Purpose Assists the director with managing the districts transportation operations. Ensures safe and efficient operation of transportation department. Essential Job Functions Evaluates and supervises the operational functions of the dispatch office and staff to ensure efficacy; oversees team leaders, dispatchers, and lot supervisors. Responsible for investigating reported concerns and takes appropriate action to resolve concerns/issues. Schedules meetings with Principles, Parents, and Employees, to resolve transportation, school, and/or student-related issues as necessary. Assists in making recommendations that may improve transportation operation efficiency. Organizes and facilitates routine staff meetings, related but not limited to, employee concerns and training needs. Coordinates transportation for extracurricular activities and special programs. Assigns bus drivers to routes and extracurricular trips and finds substitutes if needed. Coordinates the function and efficacy for weekend warriors, early-start up crew, and the disinfection of school buses. Coordinates driver improvement training programs (e.g. Crisis Prevention Institute (CPI), National Safety Council Defensive Driving). Supervises Training Coordinator to ensure effectiveness of training process and promotes improvements to training program as needed. Supervises the Transportation Technology Technician and coordinates with them to implement operational processes to maintain our technology equipment in good working order. Compliance Ensures understanding and implementation of federal and state law, State Board of Education rule, and board policy. Prepares, processes, and maintains all documents required to verify safety certification and alcohol and drug testing of bus drivers. Compiles, maintains, files, and presents all reports, records, and other documents required, including but not limited to, issues/concerns, training, special trip records, certifications and/or driving record issues. Ensures that employee time records are accurately maintained and data necessary to process transportation payroll is delivered in a timely manner. Participates in development of the Districts disaster plan and takes an active role in responding to emergencies as needed. Safety Observes all traffic laws and safety regulations for school buses. Ensures proper condition of emergency equipment, such as first aid kit, fire extinguisher, flags, fuses, and reflector. Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition. Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures. Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor. Supervisory Responsibilities Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal. Knowledge, Skills & Abilities Knowledge of applicable federal and state laws regarding education and students. Knowledge of District policies, procedures, and regulations. Knowledge of multicultural diversity issues in the work place. Knowledge of office procedures and of spelling, grammar, punctuation, and arithmetic. Knowledge of records administration and maintenance techniques and procedures. Skill at an intermediate level in using Microsoft Office 365, especially Access, Word, and Excel (PivotTables and functions including vLookup). Skill in performing mathematical calculations with accuracy. Skill in completing assignments accurately with attention to detail. Skill in talking to others to convey information effectively. Skill in complex problem solving; identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Ability to facilitate effective interaction with division leadership and staff, and direct training of staff members. Ability to prepare oral or written communications, such as presentations, reports, and correspondence. Ability to handle difficult and stressful situations with professional composure. Ability to lead the preparation of complex reports and business processes. Ability to use technology to plan, operate, monitor, and evaluate transportation operations. Ability to use software to access databases, email, create spreadsheets, and do word processing. Ability to organize and coordinate work. Ability to communicate effectively, both oral and written forms. Ability to engage in self-evaluation with regard to performance and professional growth. Ability to establish and maintain cooperative working relationships with others contacted in the course of work. Travel Requirements Travels to school district buildings and professional meetings as required. Transports students from home to school, and school to home as required. Physical & Mental Demands, Work Hazards Tools/Equipment Used: Standard office equipment including computer and peripherals; District vehicle including but not limited to school buses. Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting. Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; regular grasping/squeezing, wrist flexion/extension, and reaching; Frequent walking; regular driving. Hearing: Performs tasks requiring full-range hearing to distinguish sounds inside and outside of the vehicle; with or without hearing devices. Vision: Performs tasks requiring sharp vision (close and distance), color vision, peripheral vision, depth perception, and ability to adjust focus; with or without corrective lenses. Lifting: Regular light lifting and carrying (less than 15 pounds). Environment: Works in an office setting, and works outside (exposure to sun, heat, cold, and inclement weather) on slippery or uneven walking surfaces; exposure to dust and noise, vibration; exposure to chemical hazards; work around vehicles and machinery with moving parts; occasional prolonged hours; occasional statewide travel. Attendance: Regular and punctual attendance at the worksite is required for this position. Mental Demands: Maintains emotional control under stress; works with frequent interruptions; frequently works prolonged or irregular hours. Minimum Required Qualifications Education: Accredited High School diploma, GED, or Texas Certificate of High School Equivalency required; Bachelors degree from accredited college or university preferred. Certification/License: Clear and valid Texas Drivers License (Passenger (P) and School Bus (S) endorsements) required; Insurable by the Districts insurance carrier required; Experience: 5-9 years experience in transportation required Previous leadership experience preferred Approved combinations: HS/GED/TxCHSE (9 years) Bachelors degree (5 years) Language: Bilingual (English/Spanish) working proficiency preferred in some settings. Insurability Requirements For All Drivers Must be at least 21 years old. NO positive drug or alcohol tests including pre-employment, random, post-accident or reasonable suspicion. Driving and accident record: Valid Texas Department of Public Safety Driver Record Check Type 3A-Certified list of all crashes and violations NO more than 2 violations during previous 36 months including: moving traffic violations (including no more than 1 preventable accident); failure to provide proof of valid drivers license or proof of insurance; equipment violations. NO Driving Under the Influence (DUI) for drug or alcohol. NO leaving scene of an accident (bodily injury or physical damage). NO vehicular assault, manslaughter, or homicide. NO operating a vehicle with suspended or revoked drivers license. NO reckless driving, speed contests, drag racing, or highway racing. NO use of a vehicle in commission of a felony. NO operating a vehicle without owners permission (unauthorized use or grand theft). NO permitting an unlicensed person to drive. ? NO speeding more than 20 mph over the posted speed limit. NO history of a conviction in a commercial or personal motor vehicle. Additional restrictions may apply if directed by FWISDs Fleet Insurance Carrier.
