Subcontract Program Manager

Responsibilities Acts as the main focal point of a subset of EWC existing and new program supply chain activities. Lead Supply Chain new business pursuits, shaping Request For Proposals (RFPs) to subcontractors, understanding strategic initiatives to strengthen positioning, and working with the Supply Chain Management team through negotiations supporting their Basis of Estimate. Manage the Cost, Schedule, and Technical aspects of multiple suppliers. Collaborate and communicate long‑term strategies to develop and implement initiatives that streamline and commonize subcontracted hardware and processes. Identify and coordinate alternate sources and technology insertion to significantly improve innovation and competition. Track and coordinate Earned Value Management metrics via Performance Based Payments (PBPs) to all stakeholders. Basic Qualifications Bachelor’s degree, or equivalent experience/combined education. 6+ years of professional experience in Supply Chain, Leadership, and Contracting. Experience directing and managing costs, quality, schedule, financial, and technical performance requirements on a project, program, or subcontractor managing overall system objectives, milestones, or deliverables. Experience developing and executing tactical and/or strategic plans. Professional experience leading teams overseeing projects, programs, or subcontracted systems. Professional experience directing one or more life‑cycle phases of the project, program, or subcontract. Experience with supplier/subcontract selection, contracting, negotiation, award, execution, and/or close‑out. Prior professional experience establishing milestone objectives and managing performance to committed schedule, contractual specifications, or mission requirements. Professional experience with Defense or Government customers or procurement officers. Desired Skills Master’s degree from an accredited college, or equivalent experience/combined education. 8+ years of professional experience. Prior demonstrated leadership skills with experience managing a cross‑functional team of subcontract administration, engineering, quality, and finance. Expertise in acquisition policies and procedures associated with FAR/DFAR/ITAR requirements. Development of supply‑chain proposals, negotiations, and contracting strategies. Specialization in subcontracting requirements/competencies such as Cyber Security, FAR, or Negotiation. Ability to develop solutions to complex, time‑sensitive problems in a dynamic environment. Well‑organized, excellent communicator and team builder. Demonstrated performance for continuous improvement. Ability to work closely with suppliers and subordinates and present data proficiently to executive leadership. Computer skills for developing presentations and synthesizing complex data effectively. Positive attitude and strong sense of urgency. Pay Range The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $104,500 – $184,115. For states not referenced above, the salary range will reflect the candidate’s final work location.
