Administrative Specialist 1, SG-18

About the Role The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data‑driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in NewYork through responsible innovation; and preserving the stability of the global financial system. Responsibilities Oversee human resources activities for the Community & Regional Banks division, including onboarding and offboarding of employees, creating job descriptions and justifications for classification requests, answering questions from program managers and staff, providing information about employee benefits, resolving problems, maintaining training records, reviewing and approving training nominations, arranging special training as needed, and administering the performance evaluation program. Oversee office support activities by reviewing equipment and space needs, preparing space utilization plans, managing the division’s telecommunication program, and keeping records of equipment assigned to staff. Manage procurement requests and purchasing of goods and services, coordinating with Office Services and the Office of Financial Management. Maintain division organizational charts, portfolio allocation reports, contact lists, monthly examination reports, and other required reports. Maintain division policies and procedures. Handle ongoing communications with external stakeholders and Department staff, ensuring prompt responses and scheduling and preparing relevant meetings and communications. Prepare and edit materials for Executive Staff for meetings, briefings, testimony, conferences, and presentations, requiring interaction with multiple stakeholders and organizational skills. Research and provide oral or written reports on issues, topics, and events of interest to the division or business unit. Review correspondence between external parties, elevate relevant correspondence when necessary, and draft responses as assigned. Schedule travel arrangements and prepare expense reports. Answer telephone calls, make calls, and greet visitors when in‑person meetings are scheduled, ensuring schedules are kept and inquiries are responded to promptly. Perform other duties as assigned. Appointment Method List Appointment: Candidates must be reachable on the Civil Service eligible lists for 00‑500010, 26‑872010, and 40‑081010. Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Sections 70.1 or 52.6 of the Civil Service Law. 55 b/c Appointment: Candidates must meet the eligibility requirements of the Governor’s Program to Hire Individuals and Veterans with Disabilities as described in Civil Service Law.   • Trainee 1 – Four years of experience performing or overseeing budget, human resources, or business services activities for an organization or program.
  • Trainee 2 – Five years of experience performing or overseeing budget, human resources, or business services activities for an organization or program.
  • Journey Level – Six years of experience performing or overseeing budget, human resources, or business services activities for an organization or program.
  • Substitution: Associate degree may substitute for two years of specialized experience; bachelor’s degree may substitute for four years; master’s degree may substitute for five years; J.D. may substitute for six years.
Salary
  • Trainee 1, NS (equated to SG‑14): $53,764
  • Trainee 2, NS (equated to SG‑16): $59,994
  • Journey Level, SG‑18: $66,951 – $85,138
Locations within the NewYork City metropolitan area and Suffolk, Nassau, Rockland, and Westchester counties are eligible for an additional $4,000 annual downstate adjustment. Additional Information This title is part of the NewYork Hiring for Emergency Limited Placement Statewide Program (NYHELPS). For the duration of the NYHELPS Program, the title may be filled via a non‑competitive appointment, meaning no examination is required but all candidates must meet the minimum qualifications of the title.
