Summary You will serve as a MANAGEMENT ANALYST in the Talent Acquisition Team (Code 1102TA), Administrative Office (Code 1102), Executive Support Staff (Code 1100), of NORFOLK NAVAL SHIPYARD. You will serve as a MANAGEMENT ANALYST in the Talent Acquisition Team (Code 1102TA), Administrative Office (Code 1102), Executive Support Staff (Code 1100), of NORFOLK NAVAL SHIPYARD. Duties You will utilize traditional and innovative methods to establish relationships with applicants through researching and utilizing various organizations and programs throughout the Mid-Atlantic region and all levels of government. You will maintain a strong pipeline of students, recent graduates, and other early career talent. You will attend community venues to present information and provide tabletop hands-on opportunities. You will attend group and one on-one discussions to highlight the uniqueness and advantages of working for NNSY and dispel any misconceptions. You will be present at the job fairs to provide support for applicants and directing candidates to the appropriate departments. You will collect resumes for departments that are not participating and send the resumes to the appropriate department the following week. You will be responsible for fostering connections and partnerships within the community. Requirements Must be a US Citizen. Must be determined suitable for federal employment. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Qualifications Experience leading the development, coordination, and execution of strategic talent acquisition pipelines and regional recruitment plans in collaboration with senior hiring managers and external human resource entities to forecast and meet critical industrial or maritime workforce needs. Experience independently planning, budgeting, and managing large-scale job fairs and out-of-town recruitment "road shows", including negotiating venue contracts, coordinating cross-functional support services (IT, security, medical), and directing multi-department participation. Experience establishing, managing, and evaluating long‑term community, educational (K‑12 and university), and military‑transition outreach programs (such as Skill Bridge or Transition Assistance Programs) to promote organizational mission awareness and build sustainable candidate pipelines. Experience designing, planning, and conducting complex management surveys and quantitative/qualitative research to measure the effectiveness of recruitment marketing, assess industry trends, and provide actionable recommendations directly impacting organizational hiring strategies. Experience collaborating with public affairs offices and human resource departments to develop, unify, and promote employer brand marketing materials across traditional and social media, alongside highly developed skills presenting strategic proposals to executive‑level leadership. Your Resume Must Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-09 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following Experience utilizing traditional and innovative recruiting methods to build candidate pipelines targeting specific demographics, such as early‑career talent (trade schools/colleges), veterans (using federal hiring paths), and mid‑career professionals. Experience coordinating logistics for local job fairs, hiring events, and workshops, including scheduling, arranging space, assembling marketing materials, and directly assisting applicants with the intake and routing of resumes to hiring managers. Experience executing community outreach initiatives and STEM/STEAM programs, including arranging volunteers and materials, ensuring compliance with external agency participation guidelines, and drafting mandatory program reports. Experience gathering, compiling, and analyzing basic quantitative and qualitative recruitment data, conducting market research on competitor practices, and assisting in the evaluation of marketing campaign effectiveness. Experience developing and formatting informational brochures, social media content, and presentations to promote employment opportunities, including communicating program guidelines professionally to diverse internal and external stakeholders.
