Solid Waste Crew Supervisor

Position Overview This posting will be used to fill Full‑time, Safety‑Sensitive, Solid Waste Crew Supervisor positions in the Department of Public Works, Waste Management Division. This position is responsible for managing, inspecting, or scheduling operations that transport goods from one location to another such as trucking, routing and delivery businesses. The role involves the operation of equipment including roll‑off trucks, backhoe loaders, stationary compactors, and dumpsters. The supervisor enforces environmental regulations to ensure compliance and works at one of the County’s solid‑waste convenience centers. Nature and Variety of Work Employees supervise a crew of workers at a convenience center to move solid waste and direct citizens and contractors to drop‑off locations. They supervise daily operations, operate equipment, and direct citizens to specific trash and recycling sites. The role requires significant contact with residents, contract haulers, and county employees, providing assistance and coordinating operations. Duties include delivering and collecting recyclable materials, preparing records and reports, ensuring customer satisfaction, maintaining operations during equipment breakdowns, and managing equipment needs. The position demands independent judgment, supervision by a higher‑level supervisor for quality assurance, and physical effort such as walking, bending, and climbing. Employees are exposed to various weather conditions and hazardous waste. They may perform duties of a higher‑level supervisor when required. Key Responsibilities Supervise convenience center operations where residents drop off residential trash and recyclables. Coordinate transportation of trash and recyclables by employees and contractual haulers. Supervise employees operating roll‑off trucks, backhoe loaders, stationary compactors, dumpsters, lawn tractors, and related equipment. Ensure residents adhere to proper procedures when dropping off trash and recyclables. Prepare work‑order requests to repair facilities, complete vehicle accident reports, workers’ compensation first reports, customer usage reports, and submit inspection reports of maintenance yard conditions. Prepare work schedules, approve leave requests, evaluate work performed by employees, review and attempt to resolve employee grievances, and recommend hiring of employees. Operate equipment during peak demands and when employees are absent. Meet with contractors and contractual employees to coordinate removal of trash and recyclables from the convenience center. Meet the general public to answer questions, resolve complaints, and provide assistance regarding convenience center operations and regulations. Ensure all preventative maintenance work is completed on vehicles and equipment such as changing oil, tires, batteries, and coolant. Ensure vehicles and equipment are operated and maintained safely and efficiently in compliance with applicable laws and regulations. Observe and enforce safety rules, regulations, standards, policies, and procedures. Inspect convenience center area for compliance with environmental standards. Maintain an excellent appearance and cleanliness of convenience center and employee work areas. Attend and conduct training on safety and environmental regulations. Make recommendations on new policies and procedures. Submit recommendations, advise on, and coordinate capital improvement project planning and implementation. Perform related duties as required. Knowledge, Skills, and Abilities Knowledge of solid waste management services involving disposal, collection, and recycling of materials. Knowledge of federal, state, and local laws on occupational safety, handling of hazardous waste, and recycling of waste materials. Knowledge of public works functions, operations, and administrative procedures. Knowledge of monitoring contractual transportation services involving trash and recyclables. Skill in operating a computer and using software applications. Skill in operating various pieces of light and medium vehicular equipment. Ability to communicate effectively both orally and in writing. Ability to prepare and retain a variety of activity reports. Ability to supervise employees and provide information on employee performance. Ability to schedule and monitor vehicles hauling solid waste materials. Ability to listen and resolve operating problems and complaints from customers. Minimum Qualifications Education: Graduation from high school. Experience: Two (2) or more years experience in solid waste operations involving the collection and transportation of trash and recyclables, or a related field. One (1) or more years experience operating equipment, working with contractual personnel, enforcing environmental regulations, and meeting with the public to explain and resolve complaints. A valid non‑commercial Class C motor vehicle operator’s license. NOTE: This is a Safety Sensitive position and employees in this position are subject to Controlled Dangerous Substance (CDS) and alcohol testing.
