Educator Talent Associate Program Manager - Non-Classified

This position is not part of the classified personnel system; applications will be accepted from Residents and Non-Residents of Colorado. Incumbent must live in Colorado and complete work for CDE within Colorado. Agency Overview The Colorado Department of Education (CDE) provides leadership, resources, support, and accountability to the state's 178 school districts, 1,888 schools, over 53,000 teachers, and over 3,200 administrators to help them build capacity to meet the needs of the state's approximately 905,000 public school students. In addition, CDE provides structural and administrative support to the Colorado School for the Deaf and the Blind and the Charter School Institute. As the administrative arm of the State Board of Education, CDE is responsible for implementing state and federal education laws, disbursing state and federal funds, holding schools and districts accountable for performance, licensing all educators, and providing public transparency of performance and financial data. The salary analysis considers relevant experience, education, certifications, and state seniority relative to others performing substantially similar work. Work Environment Full-time, supported by state funds (funding contingent upon availability), eligible for a hybrid work environment. Extended hours during the evening or weekend may be required by business needs. Commuting to the CDE buildings will be required. Occasional off‑site travel may be required. Remote (home) office required. Report to work location per business needs. Essential Functions (ADAAA): LIGHT/Office environment: required to sit, view a computer screen, and use a keyboard and mouse for extended periods. May be required to lift up to 10 lbs frequently or 20 lbs occasionally. Required lifting, bending, stooping, pushing, walking, etc. Light work usually requires walking or standing to a significant degree. DL Not Required: required to independently obtain and determine means to complete commuting requirements. Position Summary The Educator Talent Associate Program Manager position leads and oversees the administration of all Educator Talent grant programs, including management of grant program structures, applications, and evaluation support. The role supports the Educator Talent Program Manager by providing project management expertise to division teams in human resources, recruitment and hiring, procurement, accounting, budgeting, policy, systems management, and communication. The position serves as a liaison to multiple parties, such as Department staff, state education agencies, stakeholders, and vendors, to formulate coherent interpretation of all parties’ needs while ensuring integrity of the project, program, or system. Major Duties and Responsibilities A. Create, implement, and lead all Educator Talent grant programs through development efforts, including grant application development and administration, initial reviews, technical support, process improvement, ongoing technical assistance, and all communications to grantees. B. In conjunction with the Grants Fiscal Office, distribute funds directly to grantees and provide technical assistance regarding program questions. C. Lead and facilitate rule development and revision in conjunction with supervisor and division leadership as needed for grant and accompanying efforts in the Educator Talent division. D. Develop evaluation plans as determined by statute and collaborate with the Director of Educator Talent Research and Impact. Create consistent grant program evaluation processes, conduct evaluation, and produce legislatively mandated reports and presentations, including implementation findings, best practices, and recommendations to the State Board. E. Work with other Educator Talent offices to integrate retention and recruitment grants within existing programs, monitor implementation, impact of grant programs, foster relationships, and connect grantees, districts/BOCES, and Colorado educator preparation agencies. F. Provide technical assistance to all grantees for application and administration. Make formal and informal presentations on the grant program, promising practices, and lessons learned. G. Develop and maintain project management resources in Smartsheet and customer relationship management tools such as Salesforce to convey timely information to internal stakeholders. H. Manage procurement process of pre‑bid educational materials for assigned contracts, including scope definition, purchase orders, documented quotes, RFIs, and RFPs, and all aspects of contract management, including renewals, amendments, and negotiations. I. Develop project budgets, schedules, work plans, and cost estimates/projections; administer and monitor contracts, negotiate, prepare contract recommendations, and monitor projects for conformance to approved plans. J. Develop and create training materials and resources, and deliver formal and informal training to internal and external stakeholders on policies and procedures for consistency throughout the Division. K. Ensure timely and accurate communication of office initiatives and opportunities for stakeholders by developing and implementing a comprehensive communication plan. L. Other duties as assigned. Minimum Education and Experience Requirements This position requires nine (9) years of experience only, or a combination of education and experience totaling nine (9) years. Experience Only: Nine (9) years of professional experience in federal and/or state grant programs and/or equivalent organizational experience related to K-12 education. Education and Experience: A bachelor's degree substitutes for four (4) years of the required experience. The remaining five (5) years of professional experience are described below: Bachelor's degree from an accredited college or university in education, public policy, or a related area. At least five (5) years of professional experience in federal and/or state grant programs and/or equivalent organizational experience related to K-12 education. Qualifications for Success in the Position 3 or more years of teaching or leadership experience at the state or district level in the P-12 arena. 5 years of demonstrated experience in large-scale grant budget management (over $3 million). Program evaluation knowledge and/or experience. Strong communication, outreach, and technical support experience with schools, districts, or state education agencies. Knowledge of trends and best practices in teacher recruitment and retention. Strong written and verbal communication skills. Strong attention to detail (proofing work, spelling, grammar, formatting, etc.). Ability to balance quality of work and productivity expectations. Ability to collaborate with internal and external customers. Ability to prioritize and organize work to accommodate changing department needs and meet deadlines. Ability to take initiative and exhibit a proactive approach. Ability to identify problems and recommend solutions before issues arise. Ability to work independently and as part of a team. Preferred Qualifications (Not Required) Master's degree in education, public policy, or a related area. District or state education leadership experience working with educators, educator preparation providers, induction, and/or district-level P-12 administrators. Experience in project management and/or CRM software (Smartsheet, Salesforce, etc.).
