Description

ActioNet is seeking a part-time Technical Writer / Program Support Specialist to support a Navy technology modernization program in  San Diego, CA. This is a dual-function role. As the program’s shared documentation specialist, you transform engineer-generated technical content into polished, Government-ready deliverables that meet Navy documentation conventions, and you maintain a common documentation baseline (templates, style, acronym discipline, and marking standards) across multiple concurrent lines of effort. As the workforce training coordinator, you support the Program Manager in executing a Government workforce training pilot — coordinating commercial training providers, managing schedules and rosters, administering pre- and post-training assessments, and compiling participant outcomes. The two functions converge naturally: the person who coordinates the training and collects the assessment data also authors the training outcomes deliverables.

Key Responsibilities

Technical Writing and Documentation (all program lines of effort)

• Structure, edit, format, and finalize technical deliverables including current-state assessments, use case backlogs, architecture and integration concept documents, prototype/test plans, bills of materials documentation, validation reports, and scale-out roadmaps.
• Produce executive-ready briefing materials (PowerPoint) summarizing technical findings, recommendations, risks, and decision points for Government stakeholders.
• Apply Navy/NAVWAR documentation conventions, including DoDAF-style architecture viewpoints, SIPH-aligned engineering documentation formats, standardized acronym lists, and CUI marking and portion-marking requirements.
• Support program documentation: program management plan, milestone review packages, monthly status reports, and risk register narratives.
• Draft recurring on-demand support summaries and maintain a software materials and license management/tracking document across the period of performance.
• Develop and enforce deliverable templates and a common style guide across all program lines of effort.

Workforce Training Coordination (training line of effort)

• Coordinate commercial training provider logistics, scheduling, enrollment, and delivery for a Government workforce training pilot and follow-on cohorts.
• Administer pre-training baseline assessments and post-training assessments developed under Program Manager direction; manage rosters, attendance, and participation tracking.
• Collect, organize, and quantify participant feedback and proficiency results; author the Participant Feedback and Outcomes Summary and support the Workforce Scale-Up Plan.
• Serve as day-of-delivery point of contact for workshops and accelerator sessions, including onsite support at San Diego area venues.

Required Qualifications

• 5+ years of technical writing/editing experience supporting DoW or federal engineering programs.
• Demonstrated experience producing deliverables in Navy or DoW environments (e.g., DoDAF products, engineering documentation, test documentation, or acquisition deliverables).
• Active DoW Secret clearance or current eligibility.
• Expert proficiency in Microsoft Word and PowerPoint, including styles, templates, cross-references, and complex document assembly; strong Excel skills for rosters and assessment data.
• Familiarity with CUI handling and document marking requirements.
• Demonstrated ability to coordinate events, training, or multi-stakeholder logistics with attention to schedule and detail.
• Ability to work independently on a part-time schedule, manage competing deliverable deadlines, and surge during peak periods.

Preferred Qualifications

• Direct experience supporting NIWC Pacific, NAVWAR, or Navy C4I/C5ISR programs; familiarity with NAVWAR SIPH documentation practices.
• Prior military or Government training-department experience (e.g., training coordination, assessment administration, learning management systems).
• Experience documenting IT infrastructure, cloud, networking, cybersecurity (RMF/Zero Trust), or systems integration content.
• Experience with SharePoint or similar document/configuration management environments.
• TS clearance eligibility.

Schedule and Work Pattern

This is a PART-TIME position. Expect approximately 20–28 hours/week during the first three months, when program startup documentation and the workforce training pilot run concurrently (with a brief peak of up to ~30–35 hours/week when training outcomes reporting and major deliverable finalization converge). The role settles to 12–16 hours/week through month 8, then a light residual allocation (~4–8 hours/month) for recurring documentation. Hours are flexible within deliverable and training-event deadlines; some onsite presence in the San Diego area is required for Government-facility work sessions and training delivery days.

Growth Path

This role is scoped as part-time, with potential for conversion to a full-time position as program needs evolve. Candidates seeking eventual full-time employment are encouraged to apply; candidates seeking a stable long-term part-time engagement are equally welcome.

Compensation and Benefits

Hourly W2 rate of $50.00–$60.00, commensurate with clearance and directly relevant Navy documentation and training-support experience. Part-time employees are eligible for benefits per company policy and applicable law (e.g., 401(k) eligibility, sick leave accrual under California law); medical benefit eligibility depends on average weekly hours per company plan terms.
