POSITION: Director of Human Resources

CONTRACTED DAYS: 260

RESPONSIBLE TO: Superintendent

JOB GOAL: To assist the Superintendent by administering the human resources functions of the district in such a way as to provide the best possible educational services with the financial resources available.

QUALIFICATIONS:

• Possession of Master's Degree in educational administration or related field
• Possession of a Principal's or Superintendent's License
• Two years of related experience preferred
• Meet all current requirements of the Ohio Department of Education
• Valid Ohio driver's license, or ability to obtain license
• Such alternatives to the above qualifications as the Superintendent and/or Board of Education may find appropriate

PERFORMANCE RESPONSIBILITIES:

1. Direct the Human Resources Department for all employees in regard to certification, contracts, licensing, and other requirements for employment.
2. Assist the Treasurer with the administration of employee benefit programs (FMLA, Unemployment compensation, Workers Compensation, etc.) and provides retirement counseling as needed.
3. Direct and participates in employee relations activities.
4. Plan, organize and coordinate the negotiations team with employee groups of the school district.
5. Coordinate the negotiated agreement administration during the term of various contracts with all employee organizations.
6. Monitor and provide staff development for the administrative team.
7. Interpret the bargaining agreements to members of the staff, as appropriate.
8. Administer the employee grievance procedure and assists the Superintendent in cases appealed to the district level.
9. Project staffing needs which will result in the development of an annual and a five-year forecast for personnel expenditures.
10. Direct the recruiting, interviewing and recommendation of prospective staff, teachers and administrators.
11. Interpret and enforce district policies and procedures
12. Secure and distribute information on human resources related to federal and state laws, statures, rules, and policies that impact the school district
13. Serve as a liaison with college and university officials regarding teacher recruiting, training and preparation.
14. Serve as the Section 504/ADA Compliance Officer with the Director of Pupil Services.
15. Assist the Superintendent in determining salary levels for all employees in accordance with board approved salary schedules.
16. Maintain and update evaluation procedures for administrative, instructional and support staff.
17. Assist with the planning and development of new educational programming and facilities.
18. Work in cooperation with the Directors of Curriculum and Instruction to plan and implement staff development in-service training programs for the teaching staff.
19. Serve as the district liaison for the Local Professional Development Committee.
20. Serve as the Superintendent designee in staff discipline issues and works effectively with department supervisors and union representation.
21. Serve as the Resident Educator coordinator.
22. Perform other duties as assigned by the Superintendent.

EVALUATION: Performance of these responsibilities will be evaluated by the Superintendent in accordance with provision of the Board of Education's policy on evaluation.
