Led by seasoned healthcare executives, operators, physicians, nurses, and other clinicians, IHS partners with organizations to drive sustainable performance improvement and long‑term growth through strategic growth, operating model transformation, AI and digital enablement, clinical quality and patient care optimization, and revenue strategy—helping clients build resilient, future‑ready healthcare enterprises in an increasingly complex environment. Our four core service offerings include: Clinical and Quality Transformation Business Transformation Advisory Margin & Operational Improvement AI & Digital Solutions Business Transformation Advisory partners with healthcare organizations to define enterprise‑wide strategy and align financial, clinical, and operational priorities to long‑term objectives. This work spans enterprise and service line strategy, population health and value‑based care models, long‑range financial forecasting, and regulatory and alternative payment methodologies—helping leaders make informed decisions that drive sustainable growth, resilience, and system‑wide performance improvement. The Managing Consultant Quality Improvement (Maryland) serves as a subject‑matter expert, partnering with Maryland acute care hospitals and health systems to analyze, evaluate and improve performance in the HSCRC and CMS Quality programs. This role is designed for a seasoned quality professional with hands‑on experience in Maryland's unique hospital payment and quality environment, including the HSCRC Quality‑Based Reimbursement (QBR), Maryland Hospital Acquired Conditions (MHAC), and Readmission Reduction Incentive Program (RRIP), and alignment with CMS programs such as Hospital Readmission Reduction Program (HRRP), Value‑Based Purchasing (VBP), Hospital‑Acquired Reduction Program (HACRP), and CMS Care Compare. The Managing Consultant works closely with hospital executives, physician leaders, and frontline teams to translate quality methodology, policy, and performance data into practical improvement strategies that drive measurable clinical and financial results. Willingness to travel within Maryland (25–50%) and in‑office 2–3 days/week, depending on project requirements and client expectations, is required. Key Responsibilities Serve as a subject‑matter expert on Maryland hospital quality programs, including QBR, MHAC and RRIP and their interaction with CMS national quality programs. Demonstrate deep understanding of measure specifications, risk adjustment, benchmarking, and scoring methodologies, and explain their implications clearly to executive and clinical audiences. Educate hospital leadership, clinicians, and operational teams on quality policy changes, measure updates, and evolving CMS and HSCRC requirements, translating regulatory language into actionable operational guidance. Advise clients on the financial impact of quality performance, including revenue at risk, rewards and penalties under Maryland and federal programs. Leverage BRG's web‑based Quality analytics to identify trends, patterns and opportunities for improvement in specific measures and domains. Design and facilitate high‑level targeted improvement strategies for priority domains such as Mortality, Complications, Readmissions, Sepsis, Patient Experience. Lead quality improvement workgroups, including facilitation of rapid improvement events, developing adverse event review criteria, and developing improvement workplans. Partner with physicians, nursing leaders, and quality teams to drive adoption of evidence‑based practices and sustained behavior change. Qualifications 5+ years of experience in acute care hospital settings with a strong focus on clinical quality, performance improvement, and quality program management, including Maryland hospital quality programs. Direct experience working within Maryland's hospital quality and payment environment, including familiarity with the HSCRC Total Cost of Care (TCOC) Model and hospital global budget framework and the HSCRC Quality programs, including Quality‑Based Reimbursement (QBR), Maryland Hospital‑Acquired Conditions (MHAC) and the Readmissions Reduction Incentive Program (RRIP). Ability to translate differences and overlaps between Maryland and CMS methodologies into clear guidance for hospital leadership, clinicians, and quality teams. Experience with effective educating and presenting to front‑line staff, clinical and operational leaders and executive leaders. Experience partnering with physicians and interdisciplinary teams to drive sustainable improvement. Experience designing and implementing targeted improvement strategies that have demonstrated improvements in measures influencing Maryland quality programs. Bachelor's degree required in Nursing, Public Health, Healthcare Administration, Health Information Management, or related field. Professional certifications such as CPHQ, CIC, Lean/Six Sigma, or equivalent preferred. Salary Range: $120,000 $165,000. Job title and compensation will be determined based on qualifications and experience. Candidates must be able to verify legal authorization to work in the U.S. without company sponsorship.
