Information Technology Manager

The City of Hanford is seeking an experienced and innovative Information Technology Manager to lead the City's Information Technology Division within the Finance Department. Recruitment Incentives Signing Bonus: a one‑time bonus of $10,343 with options for immediate or deferred payment. Vacation Accrual: 40 hours of vacation leave credited upon appointment. Responsibilities Develop and implement division goals, objectives, policies, and procedures. Create and maintain long‑range strategic technology plans, standards, and policies. Plan, organize, and oversee IT activities, including infrastructure, cybersecurity, public safety technology, and enterprise applications. Direct and support the City’s cybersecurity program, including risk assessment, vulnerability management, security awareness training, incident response, disaster recovery, and business continuity. Manage technology systems critical to public safety operations, including emergency communications, law enforcement systems, and mobile computing. Supervise, train, and evaluate staff, ensuring professional development and high performance. Prepare and manage the IT budget, forecast expenditures, and administer approved funds. Oversee procurement and vendor relationships for technology contracts, software licenses, and professional services. Participate in emergency preparedness, disaster recovery, and continuity of operations activities, providing technical leadership during incidents. Represent the division to outside agencies and professional groups, providing technical assistance as required. Prepare and present reports, recommendations, technology plans, and project updates to executive management, City Council, and stakeholders. Maintain positive working relationships with co‑workers and the public through exemplary customer service. Minimum Qualifications Knowledge of information technology operations, Microsoft server and desktop environments, TCP/IP networking, and cloud computing. Cybersecurity fundamentals, risk assessment, vulnerability management, incident response, and business continuity planning. Enterprise network architecture, virtualization, data storage, and modern IT infrastructure. Technology governance, strategic planning, digital transformation, and organizational change management. Technology procurement, contract administration, vendor management, and software licensing practices. Project management methodologies and processes. Public safety technology systems, emergency communications, and related security practices. Legal and regulatory requirements for IT, cybersecurity, privacy, public records, accessibility, and data protection. Emerging technologies, including AI and automation, and the associated opportunities and risks. Fiscal responsibility, budgeting techniques, and financial oversight. Ability to Develop and implement strategic technology plans and policies. Assess cybersecurity risks and develop mitigation strategies. Lead and manage complex technology projects across multiple departments. Evaluate and recommend innovative solutions to enhance operational efficiency and security. Administer technology budgets, capital improvement plans, and vendor relationships. Analyze business processes to improve organizational effectiveness through technology. Provide leadership during emergencies and continuity operations. Communicate complex technical information clearly to executive management and non‑technical audiences. Build consensus and collaborate with city departments, agency partners, and vendors. Maintain integrity, confidentiality, and professionalism while handling sensitive information. Direct and oversee the implementation and support of enterprise technology systems. Travel and work beyond normal business hours as required. Experience Any combination of experience and education that provides the required knowledge and abilities qualifies. Typical requirements include seven years of progressively responsible experience in IT, information systems, cybersecurity, telecommunications, or a closely related field, with at least three years of supervisory or managerial responsibility. Education Equivalent to a bachelor’s degree from an accredited college or university with major coursework in computer science, information systems, information technology, cybersecurity, business administration, public administration, or related field. Non‑U.S. degrees must be credentialed by a recognized evaluation service. License and Certification Possession of a valid California Class C driver’s license may be required for certain assignments. Ability to travel independently to City facilities and locations in the course of duty is required. Employee Benefits Retirement: Public Employees' Retirement System (PERS) with standard contribution rates. Management leave: 64 hours available for time off, with cash-out or deferred compensation options. Holidays: Eleven fixed holidays plus two floating holidays; paid holiday closures observed. Vacation: Starting at 11 days annually, increasing to 21 days based on service. Sick leave: 12 days per year, unlimited accumulation; may be applied toward retirement for Classic Members. Medical, dental, and vision insurance: City covers 60% of premiums, employee pays 40%; vision to employees at no cost. City‑sponsored clinic: Hanford Employee Care Connection, free and available to full‑time employees and dependents. Life insurance: $100,000 City‑paid policy. Tuition reimbursement: up to $5,000 per fiscal year for work‑related study. Longevity pay: incremental percentage increases for five, ten, fifteen, and twenty years of service. Deferred compensation: matched employer contributions up to $75 per pay period. Cell phone and mobile device reimbursement: up to $150 per month.
