Integrated Project Manager - Cleared On-Site MAT Ramp

Blackstone Talent Group, an award-winning technology consulting and talent agency is seeking a Integrated Project Manager - Cleared On-Site MAT Ramp to join our Client's team. This position is an onsite role located in Tucson, AZ. The Test Systems organization leads the development, integration, and execution of test capabilities that support multiple programs across RTX. The team manages complex technical efforts, oversees cross functional coordination, and ensures test environments and processes meet program, customer, and delivery needs. Position Overview The Test Systems Integrated Product Manager (IPM) is responsible for leading sub IPMs and multidisciplinary engineering teams, managing technical execution, and overseeing multiple contracts and projects. The role partners closely with program leadership and functional teams to drive cost, schedule, and performance outcomes while maintaining strong customer and stakeholder relationships. Key Deliverables for this role Lead technical execution and oversee all phases of assigned projects Manage multidisciplinary engineering teams and align deliverables with program objectives Coordinate program planning, EVM activities, and proposal development Prepare and deliver reviews, performance updates, and customer communications Optimize project performance through data analysis, problem solving, and process improvements What does success look like for this role? Success is defined by consistently delivering program objectives on schedule, effectively leading cross functional teams, maintaining strong internal and customer relationships, and ensuring test system execution meets cost, technical, and performance expectations. Education Required Bachelor’s Degree in Science, Technology, Engineering, or Mathematics (STEM) OR an advanced degree Years of Experience Required Minimum of 10 years of prior relevant experience with a Bachelor’s Degree OR 7 years of experience with an advanced degree Qualifications You Must Have Experience with: Earned Value Management System (EVMS) Program Management Experience with Test Systems Engineering or equivalent engineering experience involving: Hardware development Test software development Integration Verification Validation Maintenance activities within: Production environments Manufacturing environments Product qualification environments IPM or Program Management (PM) experience working with: Program offices Cross-functional teams Internal and external customers Experience with program management tools including: Earned Value Management System (EVMS) Integrated Master Plan (IMP) Integrated Master Schedule (IMS) Risk and Opportunity Management Experience managing: Budgets Schedules Estimate at Complete (EAC) processes Financial performance report generation Test Systems Engineering or equivalent engineering programs Desired Skills (Nice-to-Have) Experience leading multidisciplinary teams, including: Sub-IPMs Engineering staff Program or project management credentials, including: EVMS certification or equivalent Strong communication skills with the ability to present performance results to: Leadership Customers Background supporting: Large program execution Full lifecycle activities from R&D through production Experience with: Proposal development Contract processes Automated Test Equipment (ATE/UUT) Agile methodologies Day-to-Day Responsibilities Communicate regularly with: Program leadership Finance teams Planning teams Sub-IPMs Oversee operational and administrative aspects of ongoing projects Coordinate cross-functional tasking to maintain alignment with: Schedule Scope Approve system changes and participate in key review boards, including: Failure Review Boards (FRBs) Change Control Boards (CCBs) Support: Project budgeting Proposal development Reporting activities Tools / Technologies Required Earned Value Management System (EVMS) Microsoft Project Security Clearance Required Secret Blackstone Talent Group is a wholly owned subsidiary of Blackstone Technology Group, a global IT services and software firm that implements technological solutions across commercial industry verticals and the US Federal Government.
