Budget Analyst

Administrative Office of the U.S. Courts

Summary The Budget Analyst position is in the Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Facilities and Security Office (FSO), Resources Management Division. FSO manages, oversees, and supports security, emergency preparedness, and space and facilities programs for the AO, courts, and other judiciary offices. FSO also provides administrative services within the Thurgood Marshall Federal Judiciary Building. Responsibilities The Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Facilities and Security Office (FSO), Resources Management Division is seeking a self-motivated and experienced Budget Analyst to join its team. The Budget Analyst oversees budget formulation, justification, and execution for the court security appropriation and efficiently manages multiple priorities. The incumbent is highly organized, analytical, and has robust business judgement to engage and effectively communicate with individuals at various levels within the organization. This position reports to the Security Administrative Services Branch Chief. The ideal candidate must possess in-depth knowledge of the judiciary's budget processes; strong writing, editing, analytical, and quantitative skills; and the ability to swiftly adapt to evolving situations and make informed decisions. The duties of this position include, but are not limited to: Developing and overseeing the budget formulation, justification, execution, and analyses for the court security appropriation. Working with the AO's Budget Office on formulation and execution of the court security appropriation. Providing staff support for the bi-annual meetings of the Committee on Judicial Security and its subcommittees, including researching and writing agenda items. Working with the U.S. Marshals Service (USMS) and the Federal Protective Service (FPS) to develop budget estimates, out-year projections, and justifications for inclusion in the court security appropriation request, and long-range planning estimates. Monitoring and conducting analyses of the monthly USMS funds status reports and projections. Overseeing the analyses of FPS security charges to ensure the availability of resources to identify potential funding problems. Preparing and leading quarterly budget reviews with senior staff from the AO, USMS, and FPS. Managing the FSO, Judiciary Security Division, and the Department of Administrative Services' budget. Working with the General Services Administration and the Architect of the Capitol on the formulation, justification, and execution of the Space and Facilities and the Administrative Services Division budgets which are funded under the salaries and expenses appropriation. All new AO employees will be required to complete an FBI fingerprint-based national criminal database and records check and pass a public trust suitability check. New employees to the AO will be required to successfully pass the E-Verify employment verification check. You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Developing and overseeing budget formulation, justification, execution, and analysis. Reviewing, analyzing, and assisting in preparing budget estimates, projections, and long-range planning estimates. Education This position does not require education to qualify.
