Job Description and Duties
Under the administrative direction of the Bureau Chief of the Bureau for Private Postsecondary Education (Bureau), the Enforcement Chief (CEA A) is responsible for planning, organizing, and directing the operations of the Enforcement Program. This includes statewide responsibility for the complaints, investigations, compliance, discipline, and annual reports units. The Enforcement Chief attends meetings, providing enforcement related information on Bureau-wide policy issues, and strategic planning.

Conflict of Interest
This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs’ Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.

2. Policy Development and Implementation - Interpreting, evaluating, improving, amending, repealing, developing, recommending, adopting, and implementing policies, procedures and legislation consistent with a mission, strategic plan and administrative goals, objectives, and/or changes to procedures or to address emerging issues and challenges. Applying strong legal and regulatory understanding, supported by analytical and data-informed evaluation. Monitoring industry trends and emerging risks to recommend timely and effective regulatory responses.
3. Outreach and Technical - Building and maintaining cooperative working relationships with government agency partners, law enforcement organizations and/or oversight agencies. Demonstrated knowledge and experience with activities involving complaints, compliance, discipline, investigation techniques and processes, and practical understanding of the examination and licensing activities of a regulatory agency. Formalizing cross-agency agreements or coordinating multi-agency investigations.
4. Communication and Diplomacy - Acting as a lead representative for an organization using excellent interpersonal skills to provide effective verbal and written communication to present information logically, clearly, and concisely. Preparing and delivering formal presentations to diverse audiences at all levels. Responding to questions and issues posed by stakeholders, interested parties, the media, and members of the public. Communicating complex data or legal concepts clearly to diverse groups from policymakers to the public.
5. Business and Industry Oversight - Monitoring developments, motivations, trends, and incentives of a business industry. Using data and trend analysis to anticipate challenges and guide oversight strategies. Understanding of how the dynamics differ from the licensing of individual professionals in a field. Tracking a broad landscape of regulatory agencies and government funding streams to understand, structure and shape coordination and response. Using industry data to predict emerging risks or gaps in consumer protection.
