Accountant Aide / Trainee 1/2 (NY HELPS)

Job Summary Duties Description The Accountant Aide Trainee will provide direct support to a Senior Accountant to ensure Accounts Payable (AP) transactions are processed accurately and efficiently, in compliance with State Finance Law and NYS Office of State Comptroller (OSC) guidelines. The role includes preparing and approving AP vouchers in the Statewide Financial System (SFS), liaising with the NYS Business Services Center (BSC) for vendor invoice processing, and supporting background check fee processing for prospective daycare providers. The trainee will also manage Department of Child Care Services (DCCS) Refund of Appropriation (ROA) activities and contribute to data preparation for management reports. Responsibilities Process and approve accounts payable vouchers received by the Agency within prescribed guidelines. Monitor the NYS BSC’s agency vendor invoice queue and approve invoices promptly. Assist the Senior Accountant with overseeing the DCCS ROA process by resolving budget and program matters and directing AP data entry staff. Reconcile Excel documents and create formatted templates for OOS payment transmission to the BSC. Gather financial information from the SFS and other systems for report preparation. Prepare written correspondence to solicit necessary information and facilitate next steps with internal and external departments. Respond to accounts payable payment inquiries. Contribute to data preparation for management reports; analyze reports from external agencies and provide feedback. Qualifications Minimum Qualifications One year of permanent competitive or 55 b/c service in this title or a title eligible for 70.1 transfer. NEET designation may apply; subject to verification of applicant eligibility. Technical and Experience Requirements Six semester credit hours in accounting, auditing, or taxation courses; and one year of full‑time experience in financial data collection, reporting, or auditing as described below, OR 18 months of full‑time experience for higher levels. For Accountant Aide Trainee 1 (SG‑9): one year of full‑time experience gathering, preparing and updating financial data, preparing financial reports, or reconciling accounts with accurate documentation. For Accountant Aide Trainee 2 (SG‑11): nine semester credit hours of coursework and 18 months of full‑time experience as above. For Accountant Aide (SG‑13): twelve semester credit hours and two years of full‑time experience as above. Background Investigation Requirements All prospective employees will undergo a Criminal Background Check (CBC) including state and federal criminal history. Convictions or falsified information may bar appointment. Employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR) and, when applicable, the Staff Exclusion List (SEL).
