Manager of Finance
Under the general direction of the General Manager, the Manager of Finance is a high-level managerial position responsible for all financial matters of the District, including budgeting, accounting, financial reporting, payroll, accounts payable and receivable, audits, investments, debt management, and financial compliance. This position ensures the integrity, transparency, and accountability of the District's financial systems and supports the long-term fiscal sustainability of the organization. The Manager of Finance is responsible for ensuring compliance with applicable federal, state, and local laws, Governmental Accounting Standards Board (GASB) requirements, and public sector financial best practices.
The Manager of Finance is a member of the executive management team, working closely with the General Manager, Deputy General Manager, and managers of other departments on budgeting, planning, coordinating, and other organizational processes critical to implementing the District's mission.
Supervisory responsibilities include interviewing, hiring, and training employees and planning, assigning, and directing work. Annual performance reviews, rewarding and disciplining employees, and addressing complaints are also within the position's supervisory responsibilities.
Essential Duties and Responsibilities

- Plan, organize, evaluate, direct, and oversee the financial, accounting, billing, and related financial functions of the District in accordance with Board policies.
- Lead long-range financial planning efforts, protect District assets, and maintain effective budgetary controls to ensure fiscal stability and accountability.
- Analyze, prepare, present, justify, and administer the District's budget.
- Oversee and direct, with the auditor, the preparation and issuance of the District's annual financial reports.
- Oversee and direct cash flow, bond issues, and investment activities.
- Attend and participate in District Board meetings, Finance Committee meetings, professional organizations, and community meetings, including the preparation and presentation of reports, financial information, and recommendations.
- Perform special analytical studies including analysis and preparation of water rate studies, rate structures, and other revenue enhancement programs.
- Prepare reports and internal policies/procedures as directed by the General Manager and in accordance with Board direction.
- Oversee the preparation of financial reports and maintenance of ledgers and journals.
- Perform internal audits of District activities.
- Recommend and implement improvements to existing District financial activities.
- Oversee recording of assets and ensure accurate posting to the general and subsidiary ledgers.
- Develop and maintain accurate and timely monthly and annual financial reports for all District operations and capital improvement projects.
- Interpret and apply pertinent federal, state, and local laws, rules, regulations, and policies related to accounting functions.
- Remain current in emerging accounting rules, regulations, and reporting requirements and practices.
- Provide assistance in other administrative areas and perform miscellaneous duties as assigned by the General Manager.

- Applicable federal, state, and local laws, codes, regulations, and ordinances affecting District operations and financial activities.
- Principles of business writing and basic report preparation.
- The ability to:
- Prepare and present comprehensive, clear, and concise written and oral reports, presentations, and other communications.
- Analyze problems and identify, recommend, and implement solutions.
- Exercise a high degree of managerial and administrative skills.
- Operate standard office equipment, personal computers, Internet, and Microsoft Office software products.
- Observe proper safety precautions.
Physical and Mental Requirements
The physical and mental requirements described here are representative of those that must be met by employees to successfully perform the essential functions of this class.
Physical:
- Sitting, standing, bending, reaching, talking, and/or hearing, in person, in meetings, and by telephone.
- Manual dexterity and use hands and fingers to handle and feel sufficient to operate a District vehicle, computers, and standard office machines, such as calculators, telephones, copiers, and scanners.
- Normal range of hearing. Specific vision abilities required by this job include close and distance vision and the ability to adjust focus. May require lifting to 25 pounds.

Equipment to be Used
Must be able to operate a District vehicle, computer, and standard office machines and digital devices.
Qualifications
- Bachelor's degree from an accredited college or university in finance, accounting, business administration, or a closely related field. Designation as a Certified Public Accountant or master's degree is highly desirable.
- Five years' supervisory or managerial experience.
- A minimum of ten years of progressively responsible professional experience in financial management, accounting, analysis, and reporting, preferably for a government agency or special district.
A combination of formal education and practical experience that provides similar knowledge, skills, and abilities may be qualifying.
Special Requirements
- Possess a California Motor Vehicle Operators License and proof of a good driving record, i.e., a driving record provided by the DMV showing less than 2 points assessed in the last 36 months and/or no serious or multiple traffic violations or accidents or failure to appear notices within the last 36 months.
- Agree to authorize background reference checking with past employers and personal references.
- Agree to submit to and pass the District's pre-employment, post-offer medical examination performed by a physician chosen and paid-for by the District.
Work Environment
The work environment characteristics are those generally encountered in an office environment. The employee works under typical office conditions, and the noise level is usually quiet. Employee is a designated Emergency Services Worker and is occasionally called upon to work overtime or odd schedules.
