Supervisory Clinical Laboratory Scientist

Summary

This position is located within the Clinical Services Branch, Laboratory Section, Dzilth-Na-O-Dith-Hle Health Center (DZHC), Shiprock Service Unit, in Bloomfield, NM. The primary purpose of this position is to provide full technical and administrative supervision for the Laboratory Services.

  • Stays abreast of laboratory legislation (Federal and State), technology advances, certification standards, and administrative and personnel practices.
  • Maintains current procedural manuals, reviewing and revising as needed.
  • Monitors and maintains laboratory equipment and documents all maintenance activity.
  • Establishes and maintains a working liaison with the Medical Staff regarding processing of specimens and evaluation and interpretation of results.
  • Maintain professional knowledge and proficiency in medical technology through continuing education and professional affiliation activities.

Background Investigation Requirement:

This position requires the successful completion of a federal background investigation as a condition of employment.

A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.

Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability.

Financial Suitability Requirement:

This position requires a review of the applicant's financial history as part of the personnel security and suitability determination. Applicants must demonstrate financial responsibility, maintain good standing with creditors, and satisfy all legal financial obligations prior to applying.

Individuals with substantial delinquent or unresolved financial obligations-including, but not limited to, delinquent federal or state tax liabilities, defaulted federal student loans, court-ordered fines or fees, or child support arrears-may be deemed unsuitable for employment with the Indian Health Service (IHS).

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S) :

Education:

A. A Bachelor's or graduate/higher level degree from a regionally accredited college/university including courses in biological science, chemistry and mathematics, AND successful completion of a Medical Laboratory Scientist/Clinical Laboratory Scientist program accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

OR

B.
A full 4-year course of study that included 12 months in a college or hospital-based medical technology program or medical technology school approved by a recognized accrediting organization. The professional medical technology curriculum may have consisted of a 1-year post- bachelor's certificate program or the last 1 or 2 years of a 4-year program of study culminating in a bachelor's in medical technology.

OR

C. A Bachelor's or graduate/higher level degree from an accredited college/university, including 16 semester hours (24 quarter hours) of biological science (with one semester in microbiology), 16 semester hours (24 quarter hours) of chemistry (with one semester in organic or biochemistry), one semester (one quarter) of mathematics, AND five (5) years of full time acceptable clinical laboratory experience in Blood Banking, Chemistry, Hematology, microbiology, Immunology and Urinalysis/Body Fluids.

In addition to the basic requirements, applicants must also meet the minimum qualification stated below.

MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Stays abreast of laboratory legislation (Federal and State), technology advances, certification standards, and administrative and personnel practices; Maintains current procedural manuals, reviewing and revising as needed; Monitors and maintains laboratory equipment and documents all maintenance activity; Establishes and maintains a working liaison with the Medical Staff regarding processing of specimens and evaluation and interpretation of results; and, Maintain professional knowledge and proficiency in medical technology through continuing education and professional affiliation activities.

OR

Completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree, or a Ph.D. or equivalent doctoral degree, from an accredited college or university in clinical laboratory science/medical technology, a discipline or specialized area of medical technology, or a field directly related and applicable to medical technology or the position to be filled.

OR A combination of graduate education and specialized experience that, when combined, meet the minimum qualifications as described above for the GS-11 grade level. Only graduate education in excess of the first 36 semester hours may be used in combination with specialized experience.

Time In Grade

Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is ineligible for the Bargaining Unit.
