Jefferson St Phoenix, AZ 85034 Posting Details: Salary: $72,000.00 Grade: 23 Closing Date: 9/7/26 Job Summary: The Talent Acquisition Programs Manager position will serve as a key leader in the administration and oversight of the Correctional Series Promotional Program. This role will ensure that applicant qualifications, testing and training requirements, documentation, certification, and established process standards are managed consistently, accurately, and in compliance with organizational requirements. In addition, the position will provide specialized leadership and oversight for critical Talent Acquisition functions, including the Promotions Coordinator, Drug-Free Workplace Program, and Career Advisors. The role will be responsible for promoting operational consistency, maintaining program integrity, supporting process improvements, and ensuring effective coordination across these areas. Job Duties: Manage the Correctional Officer promotional certification process, ensuring its integrity, consistency, and compliance with established standards and procedures. Conduct comprehensive evaluations and analyses to determine optimal applicant selection procedures, testing methodologies, and assessment processes. Independently conduct research studies examining test results and testing-related issues, including adverse impact, pass rates, and other statistical factors affecting the selection and testing process. Manage and oversee the Drug-Free Workplace Program, including reasonable-suspicion drug and/or alcohol testing, statewide random drug testing, and CDL drug and alcohol testing, in accordance with applicable state and federal regulations. Ensure the accurate coordination, documentation, and administration of drug and alcohol testing activities, including statistical reporting and compliance requirements. Provide leadership, guidance, and support to Career Advisors in their efforts to promote employee retention and overall staff satisfaction. Complete special projects; prepare detailed reports; analyze findings; and develop recommendations to address operational challenges and improve program effectiveness. Travel as required to attend testing activities, job fairs, training sessions, and other work-related events. Knowledge, Skills & Abilities (KSAs): Knowledge of: Composing correspondence to include proper format, spelling, and language usage Human Resources management principles and practices Federal and state laws in relation to employment ADCRR policies and procedures State personnel rules Program management including funding including funding, staffing and reporting Various software programs Skill in: Organization Customer Relations Handling detailed work with accuracy and speed Verbal and written communication Recruiting, hiring and developing staff Time management Decision making and conflict resolution Establishing and maintaining interpersonal relationships at all levels Ability to: Plan Coordinate Analyze and establish priorities Function in a fast paced work environment and meet deadlines with minimal supervision Develop effective operating procedures Learn to interpret and apply departmental policies and procedures Respond to a wide variety of personnel inquiries, administer performance reviews Selective Preference(s): Bachelor's Degree in Human Resources or closely related field. Two (2) years of experience in Human Resources or equivalent experience. Pre-Employment Requirements: Employment is contingent on the selected applicant passing a background investigation. Requires possession of, and ability to retain a current, valid state‑issued driver's license appropriate to the assignment.
