Job Title and Salary Motor Carrier Specialist II, California Highway Patrol Pay range: $6,189.00 – $8,224.00 per month. New to state candidates will be hired into the minimum salary of the classification. Working Conditions This position is designated under the Conflict‑of‑Interest Code. The appointee is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests and must complete Form 700 within 30 days of appointment. Responsibilities Under the direction of the Motor Carrier Specialist (MCS) III, you will plan, organize, and direct the work of field MCS‑Is. You will observe terminal and carrier inspections, evaluate proficiency, knowledge, professional conduct, and competency in applying and explaining appropriate state and federal rules and regulations. You will supervise and evaluate the performance of MCS‑Is, maintain discipline, and recommend or take appropriate personnel actions as needed. You will review reports and prepare correspondence regarding weekly field activities, safety compliance, vehicle inspection, carrier terminal and profile reports, motor carrier complaint investigations, and vehicle collision inspection reports. You will assign and monitor geographic areas of responsibility to ensure balanced workload distribution; monitor field inspection and investigation activities to evaluate program effectiveness; recommend changes as needed. You will conduct ongoing field training and evaluation for MCS‑Is one‑to‑one and as an instructor at departmental in‑service classes. You will participate in transportation industry safety programs and driver safety meetings to advise and assist in developing programs for selection, training, and supervision of drivers, vehicle inspection, maintenance, operational, and hazardous materials handling practices. You will establish liaison with area commanders, court officers, and local district attorneys to provide technical information regarding motor carrier regulations. You will assume the duties of the MCS‑III as needed and testify in proceedings before courts or transportation regulatory agencies regarding vehicle equipment, maintenance practices, driver record requirements, and hazardous materials regulations. You will review and recommend necessary changes to the California Vehicle Code or California Code of Regulations and assist in preparing the unit’s Command Management Plan and budget. Desirable Qualifications In addition to evaluating each candidate’s relative ability as demonstrated by quality and breadth of experience, you should have strong technical skills related to all aspects of the Motor Carrier Safety Program; excellent interpersonal and communication skills; ability to maintain confidentiality; working knowledge of computers; and good analytical skills. You must be tactful and maintain a professional and outstanding rapport with subordinates, supervisors, and other departmental employees and allied agency representatives.
