Under general direction, the independent supervisory position exists to assist the Court Administrator in the daily legal operations of the Municipal Court department. Directly supervises court clerk personnel, including staff selection, training, development, performance management, and disciplinary matters. Perform administrative duties of the Court Administrator in their absence.

Essential duties and responsibilities may include, but are not limited to, the following:

• Supervises senior court clerks and deputy court clerks responsible for accurate court disposition and fine records by collecting payments, posting correctly to the court system, verifying cash drawers and depositing collections daily. Reviews receipted payments for accuracy and case integrity.
• Trains staff and provide an environment conducive to self-motivation and teamwork.
• Ensures proper segregation of duties and verification of work being done.
• Prioritizes and coordinates work assignments; reviews processes for efficiency.
• Ensures open records requests are processed timely, efficiently, and accurately.
• Leads team on completing daily tasks, along with special projects, and meeting deadlines.
• Ensures the front office is adequately staffed to promote good customer service.
• Ensures customers are assisted timely at the front window and through incoming phone calls.
• Assists court team in setting goals, by providing professional guidance and ensuring they work as a cohesive team to provide quality customer service.
• Assists with the coordination of docket processing, including jury trials, by setting and reviewing case information, sending notice, preparing summons or subpoenas, researching witnesses, preparing court documents, obtaining information from other departments and providing assistance to the judge and prosecutor.
• Executes and transcribes court dockets and records dispositions.
• Coordinates with judge and prosecutor for court date settings.
• Assists Court Administrator with preparation of monthly reports by providing accurate and timely data.
• Assists Court Administrator in developing and monitoring the court budget and special revenue funds.
• Assists the Juvenile Case Manager with the Teen Court Program which includes docket settings, notifications, training, case assignments, organizing the State Competition trainings and trip, and hosting annual awards banquet.
• Provides quality customer service to Municipal Court customers by precisely communicating court processes as defined by law, policy and judicial orders; both oral and written; provide directions and other information to the general public in a professional manner.
• Performs warrant administration by issuing summons, capias pro fine and arrest warrants, recalling warrants as necessary and ensuring accurate information is sent to DPS for the Failure to Appear program.
• Stays abreast of legislature and court procedures and training related to court duties; assists Court Administrator with implementation of legislative changes as they pertain to Municipal Court.
• Participates in the selection, evaluation, counseling, and discipline of assigned personnel and makes recommendations regarding hiring, promotion, disciplinary action, and other changes in employee status.
• Provides oversight to accurately capture documents in a document management system to maximize productivity and provide efficient retrieval of information.
• Attend conferences and training to implement and remain up to date with laws, regulations, and best practices for municipal courts.
• Regular, reliable, and punctual attendance is an essential function of this job.
• Performs other duties that support the overall objective of the position as assigned by the Court Administrator.

Minimum qualifications:

Education, Training and Experience Guidelines

High school diploma or equivalent. Four (4) years of full-time experience in a computerized court system. One (1) year of the required experience must have been in a lead or supervisory capacity. OR any equivalent combination of experience, training, and/or education that provides the required knowledge, skills and abilities.

Preferred

Associate degree from an accredited college or university, in paralegal, public administration, criminal justice.

Knowledge of:

• Clerical procedures of processing, recording and preparing legal documents, records, and reports related to court operations.
• City ordinances, court procedures, and legislation pertinent to clerical work.

Skill in:

• Utilizing good office skills.
• Prioritizing job duties, multiple tasks and being well organized
• Establishing effective working relationships with other employees, communicate well with public.
• Reading TMCEC clerk manual, memoranda, legislation, educational and leadership materials.
• Writing reports and memoranda.
• Calculating money from fees collected.
• Interpreting and applying court procedures and City ordinances to duties.

Licenses and Certification Requirements

• Valid Class "C" Texas driver's license required. Out-of-state license holders must have a valid license and provide a three-year driving history.
• Completion of Level I and II Court Clerk certification.
• Must attend the annual 12-hour TMCEC on-going training to keep certifications current.

Hiring Range: $51,189.32 - $64,126.40, annually.
