This position is located in the Martin Luther King Memorial Library Office of Public Safety/Police (OPS). The incumbent has the responsibility for providing safety and security for the District of Columbia Government library guests, staff, and property. The current library campus is comprised of 25 neighborhood libraries and the MLK central library. We want every resident to have a consistently excellent experience in every interaction they have in our buildings, which requires welcoming safe spaces for staff and customers alike. The Supervisory Special Police Officer is located in the District of Columbia Public Library (DCPL) in the Office of Public Safety (OPS) within the Public Services Division. Reporting to the Director of Public Safety, the Supervisory Special Police Officer oversees all uniformed Public Safety personnel in the Office of Public Safety (OPS), including supervisors assigned to a particular squad, all of whom play a critical role in the daily safety experience in our libraries. In collaboration with the Director, the incumbent assists in creating a culture amongst staff, management and the public where the responsibility for safety and security is shared by all. A MESSAGE FROM THE CHIEF OF PUBLIC SERVICES Incumbent is directly responsible for supervising one (1) lieutenant and two (2) sergeants. Responsible for ensuring daily, weekly, and monthly work, shifts, post, and other assignment schedules are covered. Adjusts and revises schedules to respond to the security/safety needs, patterns of incidents, or as instructed by superiors. Reviews post and shift records to ensure that officers’ post and patrol assignments are appropriate, that officers are efficient in responding to calls, and that officers maintain order and conduct themselves in a professional manner. Prepares and submits reports to the Chief of Police. Reviews and analyzes incident reports and DCPL crime data. Ensures that proper steps have been taken and recorded, that arrests and searches are properly made, and that communication with MPD and coordinating agencies is timely. Plans new or adjusts regular assignments based on patterns of incident occurrences. Assists in conducting safety security checks at twenty-six branches throughout the City and develops policies, directives, and procedures. Responsible for overseeing hundreds of thousands of dollars in equipment and ensuring officers have the equipment needed to successfully perform their jobs. Works with library managers to identify existing and potential operational problems, concerns, or threats. Participates in the development of evacuation plan for all library facilities; makes unannounced safety/security check of all branches. Plans and organizes normal security and police activities and special activities such as require coordination with federal and MPD officers in building searches, surveillance, break-in investigations, etc. Controls all interaction relating to the branch libraries with the Metropolitan Police Department. Participates fully and assigns subordinates to assist in MPD investigations involving the library. Coordinates special police assignments to branch libraries based on recurrence of break-ins or other incidents. Reschedules activities in order to deter or investigate branch library crime. Devises means for increasing the security awareness of patrons and employees of the library. Ensures that subordinates are mindful of negligence and vulnerability of patrons to theft, assault, etc. and plans patrols and other activities to counteract such hazards. Conducts regular and unannounced inspections at duty stations and patrol areas to assess the adequacy of coverage. Approves and reviews subordinate officers’ performance appraisals. Approves leave requests and time and attendance. Assigns and reviews the work of subordinate supervisors who are responsible for delegated shift and area assignments as designated by the incumbent. Instructs all members of the force on DCPL policies relative to the barring of patrons, counseling or warning of apprehended youths, communication with the parents of such youths, etc. to ensure their proper understanding. Plans, recommends and implements special event security procedures involved in book sales, ballot counting, public meetings and programs, etc., and assigns officers as needed. Ensures that public contacts conducted by officers are courteous. Receives complaints of discourtesy, etc. and as necessary, instructs and reviews the progress of the affected officer. Investigates all complaints of subordinates and makes recommendations of progressive discipline to the Chief. May be contacted during off duty hours in the event of extraordinary security activity on DCPL property. Serves as liaison with the alarm and monitoring company. Ensures proper response to alarm calls. Is responsible for managing the departmental finance budget. Participates in the selection of the OPS operational needs and the procurement of said needs. Manages and oversees the technology security equipment and systems for DCPL branches and OPS. Serves on DCPL committees and management teams when requested or required. Establishes incident command and identifies command post location during critical or significant incidents. Ensure officers are appropriately assigned to handle the incident. Perform other duties as required and assigned by the Directorof Public Safety. MINIMUM QUALIFICATION REQUIREMENTS Education & Experience Requirements A four-year high school diploma or its educational equivalent (GED) and 10 years of relevant experience of which 5 of those years must have been at the managerial level; An associate’s degree and 8 years of relevant experience of which 4 of those years must have been at the managerial level; A bachelor’s degree in criminal justice, law enforcement, public safety administration, police administration or similar and 6 years of experience of which 3 of those years must have been at the managerial level. Perform relevant work at the next lower grade level of CS or MSS 12 for a minimum of a year, incumbent cannot currently be serving a probationary period - Applicable to district government employees only. In addition to the above, the following must be met: Must possess and maintain a valid unrestricted motor vehicle license issued by the state of residence. Must acquire and retain a Special Police Officer Commission by the Metropolitan Police Department (MPD) for carrying of firearms and remain qualified annually for the service weapon. Must be in good physical condition and be mentally stable to perform the work. Must be available to work rotating shifts, including weekends. Ability to communicate effectively and clearly, in a professional manner, both orally and in writing, with staff and visitors. Ability to demonstrate a high level of ethics and maintain a professional appearance. Ability to work with juveniles and conduct juvenile investigations. Skill in operating a computer, as well as other electronic equipment. LICENSES AND CERTIFICATIONS The incumbent must possess and maintain a valid motor vehicle license issued by State of residence. The incumbent must acquire and retain a Special Police Officer Commission by the Metropolitan Police Department for carrying a firearm, e.g., the incumbent must be required to qualify annually for the service weapon. WORKING CONDITIONS/ENVIRONMENT The work requires engaging in physical activity, including walking, climbing stairs, as well as standing or sitting for long periods of time, at times in inclement weather conditions. DISTRICT REFERENCE CHECK All applicants who are current or former District of Columbia Government employees will be subject to a background examination prior to the issuance of a conditional offer of employment. OTHER SIGNIFICANT FACTORS Type of Appointment: Management Supervisory Service (MSS). MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Emergency Designation: This position is designated as Essential. The incumbent is required to work weekends, nights, and a variety of shifts and double shifts, when circumstances warrant. The incumbent must be available for phone calls and emergency recall after hours. Tour of Duty/Schedule: The position does not have a designated primary shift. The selected candidate will be expected to work a rotating schedule, which may include weekends as well as day, evening, and midnight shifts in support of a 24/7/365 operation. Department: Public Services | Public Safety. Collective Bargaining Unit: This position is not the collective bargaining unit. Promotion Potential: None. Appointed Salary: The selected incumbent will be appointed at the appropriate salary rate of MSS 13. Must be authorized to work in the U.S. and a U.S. Citizen. RESIDENCY REQUIREMENT Applicants claiming residency preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
